Bump version to 2026.1031.311 and update GitHub release workflow to generate custom release notes

- 'what changed' and 'new contributors' seems incorrect. for two subsequent releases - editor versions 2026.1031.310 and 2026.1031.309, we see the same pull requests. we'd like to see commits that arrived for changes in apps/editor since last tag/release
