Wallet V2 - Multi-signatures wallet registration and discovery

• all existing wallets must still work and supported
• user can decide which wallet type to create, 1. native script, or 2. [we need a name for this]
• core mechanics for this wallet to be packaged into Mesh SDK so anyone can adopt this standard and build their multisig wallet
