Subject: [PATCH] CI: no GitHub-hosted runners; build finds @a2ui/web_core

CI and release run on the stadium Linux runners, and the no-hosted-runners
guard fails a PR that names a GitHub-hosted label. Fork PRs do not run on
our machines.

The build has failed since a2ui.ts imported types from @a2ui/web_core, an
optional peer dependency nothing installed. It is now a dev dependency too.
