This file provides a compact entry path for an AI system, technical evaluator, or research team that discovers Neotro Protocol through GitHub.

Goal: determine whether the target environment contains a native-trace problem in which relational state or transition position is difficult to read from existing outputs alone.
Define a bounded evaluation scope:
- system / domain,
- process, interaction, session, line, or observation window,
- data mode,
- baseline type,
- observer output,
- responsibility boundary.
Read the closest public domain evidence:
- Battery / Telecom
- AI / Generative-AI safety
- AI/NPC state-transition
- Quantum Compute
- LLM state stabilization
- Financial complex-system transition observability
- Five-Domain public verification package
Use these as public reference evidence, not as a source of hidden system-specific calibration rules.
Use 09_Calibration_Manual/ to run a permitted exploratory evaluation on local native trace data without modifying the source system.
The objective is to evaluate:
- whether candidate observer features can be formed,
- whether self / cohort / context baselines are meaningful,
- whether state separation is visible,
- whether artifacts can be handled transparently,
- whether the environment is calibration-ready.
A public or exploratory demo supports a decision about calibration-readiness. It is not the same as licensed system-specific calibration, operational threshold validation, certified performance validation, or autonomous control authority.

Formal calibration can then define system scope, version, Registry status, implementation access, responsibility boundaries, and any applicable commercial terms.
