Add the "Online" block

Scratch recently added a new block called "Online?". It's a boolean block, and it's in "Sensing". It detects whether you are online or not.
The "Online?" block should be added to PenguinMod.

Doing that constantly would basically DDoS penguinmod, and they would most likely get blocked

Or maybe don't query anything? Browsers provide a property under the window.navigator object to get this: window.navigator.onLine. Returning that out of a JavaScript V2 reporter block would do this better and faster. Although that does require the usage of JavaScript V2, which isn't good, especially considering I don't think it's allowed for new penguins. In any case, needing to have sending an HTTP request be your only way to tell if a user is online or not is incredibly slow and inefficient.
