Issue: Explosions are not rebuilt in 1.20.4

Server Architecture: PaperMC 1.20.4-356
Datapack Version: 1.3.1
Description: Despite explosion rebuilding being enabled, explosions are not rebuilt. It seems that this datapack is 11 pack versions out of date. Changing this number in pack.mcmeta is not enough to fix this.
Also, as 1.20.3 and 1.20.4 adds new experimental blocks, those should probably get rebuilt too, though that's not as important right now.

Confirmed, I installed it on my 1.20.4 Fabric server and it does not rebuild anything either
