Retag and Spec-Kit rewrite every currently open SHAFT issue

Subtask of #5186. Do not close the tracker. Do not implement leftover product/CI pins in this subtask.

Problem Statement

Most currently open SHAFT issues lack the required taxonomy (one primary, one lifecycle, one subsystem). Bodies omit Spec Kit sections. #5141 still lists closed #5143 as unchecked. #4307, #5144, and #5151 must be parked blocked.

Proposed Solution

Rewrite and relabel every issue that is open at the start of this subtask, using the new work-item skill. Park:

• SC-001: py -3 scripts/agents/act_as_mohab_cli.py issue-labels (dry-run) reports no migrationAudit entries.
• SC-002: Spot-check of three rewritten issues shows FR/SC/Given-When-Then.

Alternatives Considered

Close unlabeled leftovers as won't-do: rejected; owner asked to park blockers and implement the rest later.

Use Case & Impact

Later batch writers inherit ready, fully specified tickets.

Acceptance

All open issues at start of this subtask are relabeled and rewritten or explicitly parked. No product/CI code changes.
