Minimal Container Image is slightly larger than AL2023 minimal container image

While the standard container image for AL2027 is dramatically smaller than the AL2023 container image, the Amazon Linux 2027 minimal container image is slightly larger than the AL2023 one.

This issue is to track the status of efforts to further reduce the size of the AL2027 minimal container image.
