Crate Validator In K8TRE

Ensure that the Crate Validator service can be loaded within K8TRE.

Definition of done:

• Crate Validator service can be stood up within a K8TRE instance
• Crate Validator API is accessible

This will not include integration of the validator service with other services in K8TRE.

Let's put this off for a little, as Kubernetes is a lot to learn at this point. Oliver and Annie will instead focus on the validator with 5safesTES as it is a more completable goal in a short timeframe, and more aligned with the HDR-UK project.

I think the next steps for https://github.com/manics/ro-crate-validator-helm-chart are basically the things in #186 , especially a version of the validator that works fully offline

It would also be nice to have a minimal valid RO Crate JSON payload that can be POSTed to v1/ro_crates/validate_metadata to check a successful result is returned as part of CI and post-installation tests. I'm defaulting to the fivesafes-profile image,

@manics For a minimal RO-Crate with no particular profile, use the running example from the spec introduction: https://www.researchobject.org/ro-crate/specification/1.2/introduction.html#running-example .

For a minimal but complete Five Safes Crate, here's the one we use in our roc-validator tests (the package that this service wraps): https://github.com/eScienceLab/rocrate-validator/blob/develop/tests/data/crates/valid/five-safes-crate-result/ro-crate-metadata.json . This one has a lot more in it than the generic example above.
