Subject: [PATCH] fix(ci): Pin old OTP lockfile jobs to ubuntu-24.04

ubuntu-latest now resolves to Ubuntu 26.04, which has no OTP 25.3 build, so the 1.13-1.14 lockfile refresh failed in setup-beam. Pin the OTP 25.3 and 26.2 jobs to ubuntu-24.04, matching main.yml.
