Sandbox cannot be disabled

Describe the bug

Sandbox config shows sandbox is disabled, but Sandbox status still shows sandbox enabled. And copilot execution is trying to use sandbox.

+1 on this - any workaround that can help us downgrade to older versions? Tried using npm and winget with specified version, but none of them works

+1 need immediate workaround. CLI sessions seem to be functionally useless at the moment
