Problem\n\nThe blocking governance scan currently reports 61 medium findings on Standards main:\n\n- 45 structural_drift/SD022 references\n- 16 implementation_inside_canon/HYP-S009 findings\n\nThese are distinct review queues and must not be silently treated as one defect class.\n\n### SD022\n\nMost hits are proof/spec templates describing paths in a target repository, so testing those paths against the Standards repository root is contextually wrong. A smaller set is ordinary documentation and may represent genuine stale-path drift. Each item needs classification as target-relative template content or repository-relative documentation before suppression or correction.\n\n### HYP-S009\n\nThese identify implementations or deployment manifests under local canonical specification homes such as axel-protocol, k9-coordination-protocol, and rhodium-standard-repositories. Each needs an explicit architectural decision: extract the implementation, document a deliberate co-location carve-out, or correct the scanner's canonical-home model.\n\n## Safety constraints\n\n- Do not broad-exclude docs or canonical directories.\n- Preserve individual file-level visibility.\n- Any temporary baseline entries must point here, retain original severity, and expire.\n- Remove entries as each path is corrected or formally accepted.\n- Add positive controls before changing either rule so genuine stale paths and genuine implementation/spec conflation still fail.\n\n## Reproduction\n\nUsing Hypatia ff4a2b8635a6524b5b46f35c3f526c6962f0555e against Standards f192f08 produced 45 SD022 and 16 HYP-S009 findings. The same normalized multiset appeared on PR #685 head 28f7a2c, proving #685 introduced none of them.
