Gather user stories

The first step is to gather as many user stories as possible, even if they are not well formatted. There has been an email thread and a GitHub discussion for this already. Once there doesn't seem to be any more user stories to be added, this issue can be closed and the next step can start (triaging, formatting, curating the user stories).

Closing as completed and superseded. This issue explicitly tracked the initial user-story gathering phase before preparation and dashboard design. That phase has ended, the new Dashboard is in production, and project commit 384036d records that new user stories should now be filed in the kernelci/dashboard repository.
