Migration flows at the VM controller layer currently lack dedicated test coverage. While other controllers (pod, network, process, linuxcontainer, scsi) include save/import tests, the VM migration path (Save, Import, Patch, and Resume) does not appear to have a corresponding tests.
This issue is for adding the same to VM Controller.
