Subject: [PATCH] Add Ethereum Cat Herders

As part of [removing working groups](https://github.com/protocolguild/documentation/pull/534), this PR adds the Ethereum Cat Herders team and assigned Pooja there (previously part of "Execution Coordination").

This PR does not expand eligibility in any way, no new members of that team are eligible as a result of this PR. ETC is not a new team and Pooja's eligibility within that team is well established.
