same version reported as outdated 

tested on getrector.com repo, it got notice:

The "phpecs/phpecs" package is outdated
 * Your version 2.3.0 is 5 months old
 * Bump to 2.3.0
```

which 2.3.0 is equal to 2.3.0, which false positive.
