Catch up with GPU support in Libxc

Libxc's GPU capabilities have been improved considerably recently. Depending on the input argument, the code can now run either on the host or the device; support for HIP devices will also be soon merged in.

This is good to know. We will follow closely for opportunities for contributing to SYCL support in libxc.
