Implements codeybox.mattermost: outbound-only REST v4 posts with per-work-item root/thread mapping, bounded dedup plus ambiguity tombstones, bounded 429 back-off, and AnswerUrl/Agnes links. SupportsInteractions=false; no inbound route or credential.
