…meouts as infra

The merge-result verification ran the same required build as the
work-phase gate but under its own 15-minute cap, so operators who
raised RequiredBuildVerificationTimeout still saw every merge
verification cancelled mid-build and items parked after burning the
guard-rework budget.

- PipelineTuning.MergeResultBuildVerificationTimeout is now optional
  (unset = RequiredBuildVerificationTimeout + provisioning allowance);
  GetEffectiveMergeResultBuildVerificationTimeout is the single source
  of truth and clamps explicit short values up, never a silent cap.
- An explicit value below the floor logs a config-load warning (at
  startup and on hot-reload) and at verification time.
- Verification timeouts (outer budget or the inner verifier's own
  budget sentinel) retry up to
  MergeResultBuildVerificationInfraMaxAttempts without consuming the
  guard-rework budget; parking names both timeout settings. Timeout
  budgets run on the pipeline TimeProvider so FakeTimeProvider drives
  them deterministically, and every attempt logs its duration.
- MergeResultBuildVerificationTimeoutException carries
  failureKind=infrastructure and bypasses conflict rework.
