Throwaway experiment. Do not merge.

The ASan CAS-S3 stateless shards on MasterCI run 32969478793 hit GitHub's 6h job timeout at ~78% with cas_gc_enabled 1 and cas_gc_interval_sec 5. This PR only sets cas_gc_enabled to 0.

Compare wall time of:

• Stateless tests (amd_asan_ubsan, cas s3 storage, parallel, 1/2)
• Stateless tests (amd_asan_ubsan, cas s3 storage, parallel, 2/2)
