Summary

Bumps the locked certifi pin from 2026.2.25 to 2026.10.19 after eight eMudhra / emSign intermediate CA private keys were compromised.

uv lock --upgrade-package certifi (uv 0.13.4) is the only dependency upgrade. The same command rewrites the lock revision from 3 to 5 and the editable project version from 0.7.2 to 0.7.3 so the lock matches this uv release and pyproject.toml. No other packages change.

docker/Dockerfile already runs apt-get update before installing ca-certificates, so image rebuilds pick up Debian ca-certificates 20250419~deb12u2. The Dockerfile is unchanged. CI checks are unchanged.

Test plan

  • uv lock --check
  • Installed bundle is certifi 2026.10.19. Compared with 2026.2.25, emSign ECC Root CA - G3 is removed; unaffected emSign roots G1, C1, and ECC C3 remain (2026.10.19 keeps those for compatibility).
  • pytest --tb=short -q — 764 passed
  • ruff check src/ tests/ scripts/
  • CI on this PR (do not merge)

Pin certifi 2026.10.19 in uv.lock so locked installs drop the
compromised emSign intermediate CAs (GHSA-6q48-6c7w-9gw2).
