Description
Adds compatibility upper bounds for the Agent Server Core, Responses, and Invocations packages. This prevents dependency resolution from silently crossing breaking major or pre-1.0 minor version boundaries, and keeps Responses and Invocations on the compatible Core 2.1 release line.
Updates matching development requirements and changelogs.
