docs: add citation, security and contributing files and a scorecard run - #62

- CITATION.cff and .zenodo.json, with check-jsonschema and citesync hooks that check the schema and keep .zenodo.json in line with CITATION.cff. - .github/SECURITY.md with this stack's scope, and .github/CONTRIBUTING.md with its recipes, CI and commit style. - OpenSSF Scorecard workflow and README badge.
Zenodo reads CITATION.cff when a repo has no .zenodo.json, and the generated one held nothing more. With both, Zenodo reads only .zenodo.json, so it would have to be kept complete by hand.
