This matches the changes in the last SEQTaRget PR

• Adds weight_stabilized (default True); False gives unstabilized treatment weights.
• Bootstrap replicate models drop their per-row data, so memory no longer grows with the number of bootstrap replications.
• Clarifies the selection_random docs

• PyPI's Homepage now points at the Read the Docs site.
