Release version 0.0.161 of the AST CLI JavaScript wrapper.
Add concurrency controls and cancel-in-progress to workflows; tighten and document job permissions; require and pass GITHUB_TOKEN/ECHO_LIBRARIES_ACCESS_KEY where needed. Set actions/checkout persist-credentials: false and ensure lfs: true for relevant jobs. Pin reusable workflow usages to specific SHAs, remove obsolete scan-github-action.yml, and rename/annotate some jobs. Also fix release tag invocation (git tag ${TAG_NAME}) and add small comments clarifying permission intents.
