chore: refresh stale evidence URL verification dates - #7

docs/evidence-urls.json recorded last_verified 2026-08-23 for all three evidence URLs. test/unit/evidence-urls.test.js fails any entry older than 30 days, so the weekly scheduled CI run had been red since 2026-09-22. scripts/verify-urls.mjs --update re-fetches each URL before rewriting last_verified, so the new 2026-10-17 dates are backed by successful live checks rather than a blind date bump: all three URLs responded and the script reported "verified 3 evidence URLs" with exit 0. Local npm test now passes 145 unit and 34 behaviour tests. The expiry will recur: the 30-day freshness window is shorter than the gap between scheduled runs, so a refresh is due roughly every fifth weekly run.
