chore(stack): adopt current runtime-config foundation into #193

Non-force stack repair for #193. The child still targets feat/runtime-config-bootstrap-snapshot, but its recorded base is 13da5928... while the live parent branch is 93a51f9706cf8a9704f69aed4a69df5be16c84e4. This merge must preserve #193's explicit deployment/state-authority delta and adopt #140's later runtime-env alias fitness repairs. No protected-main promotion, Ready transition, predecessor-GREEN transfer, force update, or gate weakening is implied.
