问题与结果 / Problem and outcome

Issue #4 needs portable Agent Skills that make agc-cli easier for Codex, Claude Code, and other agents. This PR follows the current task-oriented tddworks/asc-cli-skills model and makes the Skills discoverable from both the CLI and website.

• add agc-auth, agc-publishing, agc-testing, agc-reports, and agc-cicd alongside agc-cli-usage
• add agc skills list/install wrappers around the open Agent Skills installer
• add bilingual website cards with all/single install commands, direct SKILL.md downloads, source links, and a contribution entry
• update bilingual README, Agent Skills guide, FAQ, and CHANGELOG

This supersedes the older embedded single-skill approach in #5.

• all six Skills pass quick_validate.py
• npx --yes skills add . --list discovers all six Skills
• make ci passed after installing locked website dependencies
• go test -race ./... passed
• website tests: 6/6 passed
• production build prerendered 28 bilingual pages and 159 endpoint contracts
• browser readback confirmed all six cards, install commands, download/source links, and contribution link

Not verified: no live Huawei mutation was needed; the public website deploy will be verified after merge.
