What Does This Do

Update "tip" image in CI to JDK 27.

Motivation

JDK 27 is the latest JDK release, so move our "tip" from 26 to 27.

The CI matrices and both tip resolvers consistently remove the JDK 27 exception, allowing tip to select the highest installed JDK. The completed static review found no actionable defects.
