  • boot.fragment: CONFIG_CPU_FREQ_DEFAULT_GOV_SCHEDUTIL=y and the userspace default off. x86_64_defconfig sets the userspace governor, so a processor neither amd-pstate nor intel_pstate drives stays at the clock the firmware left it. amd-pstate's active mode (X86_AMD_PSTATE=y, DEFAULT_MODE=3), today held by defaults alone, gets fragment lines. Both pstate drivers keep their own policies, so the ZBook's clock is unaffected.
  • hardening.fragment: the TPM comment says that on AMD, 6.18 disables a firmware TPM's hwrng (tpm_crb.c's PA-410 quirk), so only a discrete TPM or Pluton feeds the pool. This matches hardening.md says which TPMs feed the entropy pool #648's hardening.md line.
  • laptop.md: one sentence on the fallback.

Kernel config only: stage 05 rebuilds, no image does.

…which TPMs feed the pool

defconfig makes the userspace governor the default, which holds a processor that amd-pstate
and intel_pstate do not drive at whatever clock the firmware left it. schedutil follows the
load; amd-pstate's active mode, which its default already gives, is held by a fragment line too.
On AMD, 6.18 turns a firmware TPM's hwrng off (PA-410), so only a discrete TPM or Pluton
feeds the entropy pool there.

…hedutil there, so this adds intel_pstate and the dynamic EPP line to its block
