Python-only release py-1.13.5. No extension changes (the react bumps in #163/#164 ship with the next v*).

Fixed

• blast-radius gets a target for a RemoveField once the field is gone from models.py: new info risk remove_field; MCP blast_radius rejects an unknown severity with INVALID_SEVERITY (blast_radius has no target for a RemoveField once the field is gone from models.py #140, fix(migration-risk): flag a RemoveField whose field is already gone (#140) #161).
• DBML ER export notes 1-based model line numbers (DBML ER export notes model line numbers 0-based (off by one) #139, fix(dbml): report one-based model line numbers #160).

Version bumped in the usual 9 places. Unit tests, ruff and mypy pass locally.
