Chat: answer general questions instead of deflecting to sources - #5

… sources
The prompt forced answer-only-from-sources, so a generic question ("what is an
apple?") got a 'the sources don't contain this' deflection plus an irrelevant
citation. Now: ground + cite when the question relates to the sources, otherwise
answer from general knowledge without mentioning the sources.

Generic questions (e.g. "what is an apple?") were deflected with 'the provided sources don't contain this' + an irrelevant citation chip, because the system prompt forced answer-only-from-sources.
Fix: reworked the chat prompt so the model grounds + cites when the question relates to the saved sources, and otherwise answers normally from general knowledge without mentioning the sources. Combined with the existing cite-only-what-you-use filter, irrelevant source chips no longer appear on general answers. Tests unchanged (4 pass).
