build: migrate project tooling to Kotlin DSL

Migrates the complete build to modern, centralized Gradle configuration.

What was added

• Kotlin DSL build files for the root project and every active module.
• A version catalog for plugins and dependencies.
• Gradle wrapper scripts and Gradle 9.7 wrapper metadata.
• Detekt configuration, daemon JVM settings, and the new core module declaration.

How it works

The settings file declares the active modules and repositories, while each module consumes shared plugin and dependency aliases from the version catalog. This keeps versions in one place and gives every module consistent Kotlin, Android, Compose, Hilt, and test configuration.
