ci(repo): install the Android NDK before builds and retry a stalled e2e start - #3142
Install the NDK before Gradle runs.path_provider_android 2.3 builds on the jni plugin, which compiles native code with Flutter's NDK (flutter.ndkVersion, 28.2) and CMake 3.22.1. Neither is on GitHub's Ubuntu runner, so every Android build downloaded them mid-build. Gradle's downloader sometimes saved the NDK corrupt ("Archive is not a ZIP archive"), and all three build retries then reused the broken copy.
New step:.github/actions/install-android-ndk installs both with sdkmanager before the build. It reads the NDK version from the installed Flutter, retries up to three times with a time limit on each, and checks the install.
New rule: an attempt that prints nothing within 4 minutes of starting to install its APK is now stopped and retried. A healthy run reports its first test within seconds.
Unchanged: the 45-minute limit still covers a device that dies mid-run.
Verification
Full manual E2E run on this branch (run 41480918101): all 8 Android batches passed in 10½–14½ min each.
The new step installed NDK 28.2.13676358 and CMake 3.22.1 in every batch, in 19–42 s.
Gradle downloaded neither.
No healthy batch was stopped by the startup limit, and the Allure upload succeeded in every batch.
Startup watchdog, locally: exercised with fake commands for a healthy run, a stalled start, a failing test, a run that never installs, and a command that can't be started. Only the stalled start is stopped, the killed process group leaves nothing behind, and a start failure counts as a failed attempt.
Android builds and end-to-end tests now automatically install the required Android development tools, including the version specified by the Flutter SDK.
End-to-end test runs now detect when an app installs but testing does not start within four minutes. Stalled runs are stopped and reported as failures, helping surface startup problems sooner.
Android development tools are set up only for Android build jobs; other platform builds are unaffected.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
The Android workflows now install and verify Flutter’s NDK version and CMake 3.22.1. The Fastlane E2E test command monitors startup output and terminates the process if startup exceeds four minutes.

Summary
NDK installation and workflow wiring .github/actions/install-android-ndk/action.yml, .github/workflows/e2e_test.yml, .github/workflows/stream_flutter_workflow.yml
A composite action installs Flutter’s NDK version and CMake 3.22.1, verifies both components, and retries failed verification up to three times. The Android E2E and build jobs invoke the action.

Summary
Startup monitoring and termination e2e_app/fastlane/Fastfile
Adds a helper that monitors output after the installation log line. After four minutes without startup output, it calls the stall callback, sends TERM, and sends KILL if the process does not exit within 30 seconds.
E2E command integration e2e_app/fastlane/Fastfile
The E2E test runner uses the monitoring helper with an argument array and logs when the startup limit expires.

Healthy Android tests lasting over four minutes can be repeatedly stopped and fail their batch. Emit a test-start marker before merging so the watchdog distinguishes slow tests from stalled startup.

Install the default CMake version that the jni build requests.
The jni plugin sets no CMake version. AGP then requests its default, 3.10.2 (cmake;3.10.2.4988404). This action installs only 3.22.1. If the runner does not already provide 3.10.2, Gradle downloads it during the build, and that download can fail intermittently. The same download occurs at the merge base, and this PR does not remove it.
Add cmake;3.10.2.4988404 to the sdkmanager install on line 38, next to "cmake;$cmake", so the action covers the default request.
Note: this behaviour predates this PR (already present at merge base bc8cf4074547); the change keeps it reachable.

Review comment at @.github/actions/install-android-ndk/action.yml at line 22:
Update the sdkmanager install arguments in the Android NDK setup action to
include CMake package 3.10.2.4988404 alongside the existing cmake version, so
the installation covers the default version requested by the jni build.

Follow-up Comments
Fix the stall message: the watcher only knows that installation started.
250-251: 🎯 Functional Correctness | 🟡 Minor | 💤 Low value
Fix the stall message: the watcher only knows that installation started.
The startup watcher starts its four-minute timer at the Installing build/ line, which marks the start of installation. The stall message says the app installed. The watcher cannot confirm that, so the message can mislead anyone reading a stalled run's log. The message should state the timer's actual start point.

Review comment at @e2e_app/fastlane/Fastfile around lines 250 - 251:
Update the startup-stall message emitted through UI.important to say that no
test started within STARTUP_LIMIT after installation began, rather than implying
the app finished installing. Keep the existing target, attempt, and timeout
details.

LGTM. One suggestion, fine as a follow-up: three other Android build jobs still don't run the new install-android-ndk step, so they can still hit the corrupt mid-build NDK download:
.github/workflows/e2e_test_cron.yml (nightly Android E2E, same e2e_app and jni path)
three other Android build jobs still don't run the new install-android-ndk step
@VelikovPetar Added the step to the Android jobs of e2e_test_cron.yml, distribute_internal.yml and distribute_external.yml in 652241b. It fits each job's time limit; they don't run on PRs, so the next nightly run or distribution covers them.

Two causes of the flaky Android E2E jobs.
