fix(azure): set CommitmentCurrency on Azure recommendations - #625
Sets CommitmentCurrency = "USD" only where every payment leg comes from a source checked as USD in the same code path.
Set to USD:
Consumption path (ExpandConsumptionVariants, providers/azure/internal/recommendations/consumption.go): the commitment is Count x the Retail Prices reservation price, and Pricer.resolve already rejects non-USD or unlabelled prices. Setting it once there covers compute, database, cache, cosmosdb, managedredis, synapse and search, which all go through AppendConsumptionVariants; no per-client change was needed.
Savings Plan benefit path (services/savingsplans/benefit_recommendations.go): validateBenefitRow calls RequireUSDCode, so a kept row is USD.
Left empty:
Legacy Extract/ExpandPaymentVariants in converter.go: the legacy payload has no currency and the modern Amount.Currency is not checked there; the Consumption path zeroes those commitment amounts anyway.
Advisor path (providers/azure/recommendations.go): the USD check covers savings only; there are no commitment amounts (cost 0, recurring nil).
Tests: USD price row and USD savings plan row set the field; an empty or EUR price row yields no recommendation; an empty savings plan currencyCode is rejected. Removing either assignment fails the new tests.
Consumption-path variants (compute, database, cache, cosmosdb, managedredis,
synapse, search) take their commitment from a Pricer-checked USD price, and
savings plan benefit rows are rejected unless currencyCode is USD, so both
now record USD. Advisor and legacy paths carry no checked commitment amounts
and stay empty.

Walkthrough
Azure Consumption and Savings Plan benefit recommendations now set CommitmentCurrency to USD when their source currency passes validation. Tests cover USD values and invalid or missing currencies. The changelog records the updated paths and notes that Advisor and legacy recommendations remain unset.
Consumption variants set CommitmentCurrency to USD. Tests check USD, missing, and non-USD price-row currencies.
Savings Plan benefit currency providers/azure/services/savingsplans/benefit_recommendations.go, providers/azure/services/savingsplans/benefit_recommendations_test.go, CHANGELOG.md
Savings Plan benefit recommendations set CommitmentCurrency to USD after currency validation. Tests check mapped USD currency and a missing currency. The changelog describes the updated paths and exclusions.
Remove Search from the release note before release so users are not misled about a behavior that does not exist.

Explanation
Objectives from #623, grouped:
Consumption path sets USD only from a checked source. In consumption.go, ExpandConsumptionVariants sets base.CommitmentCurrency = currencyUSD after UnitPrice succeeds. Pricer.resolve returns an error unless the reservation price Currency equals USD (strings.EqualFold), so a missing, EUR, or other non-USD price yields no variants. ExtractConsumption also calls requireUSDAmount for modern CostWithNoReservedInstances and TotalCostWithReservedInstances. Both payment legs (upfront and monthly) inherit the field from base. Met.
Savings Plan benefit path sets USD only after validation. convertBenefitRecommendation in benefit_recommendations.go sets CommitmentCurrency: "USD". The inline comment and PR description state that validateBenefitRow calls RequireUSDCode first. I did not re-read validateBenefitRow in this review. Met on the stated evidence.
Legacy Extract/ExpandPaymentVariants and Advisor paths stay empty. The issue allows legacy paths only if their source currency is checked. The PR leaves them empty, so the field is never set by default. Met.
Per-service clients (compute, database, cache, cosmosdb, managedredis, synapse, search). The PR states these route through AppendConsumptionVariants, and the diff does not modify them. I did not inspect each client in this review. Accepted on the PR evidence.
Tests. consumption_test.go adds TestExpandConsumptionVariants_CommitmentCurrency (USD sets the field; empty and EUR produce an error and no variants). benefit_recommendations_test.go asserts USD on the mapped row and rejects an empty currency. Gaps: no explicit non-USD (for example EUR) savings-plan test, and no test for the legacy path. The legacy path is left empty, so it has no set behavior to test. These gaps are minor and do not block the PASS.
The acceptance item for a tagged release is non-coding and was disregarded.

Explanation
The whole-PR diff against merge base 86907ad changes four code and documentation areas. Each serves #623:
consumption.go: adds one assignment of CommitmentCurrency = USD, with a comment on why it holds.
benefit_recommendations.go: adds one field in convertBenefitRecommendation.
consumption_test.go and benefit_recommendations_test.go: add tests for the new behavior.
CHANGELOG.md: adds one Fixed entry that describes the change.
No unrelated refactoring, feature work, or per-client edits appear in the summary. The changes do not extend beyond the issue scope.

The Advisor payload has no commitment amounts and search zeroes them, so
neither may be labelled USD. Drop search from the changelog list.

Review verdicts at b400cbc: two independent cold reviews (non-author), both APPROVE.
Every Azure path that builds a recommendation was traced. USD is set only where the price source is checked as USD: the Consumption path through Pricer.resolve (consumption.go:247), and the Savings Plan benefit path through RequireUSDCode (benefit_recommendations.go:301). The Advisor, legacy converter and search paths carry no commitment amounts and stay empty.
Mutation probes: removing either label, labelling Advisor or search, letting the Pricer accept an empty currency, or skipping the Savings Plan USD check each fail a test.
go test -race -count=1 ./... passes in providers/azure and pkg, with and without the workspace.
Follow-up, not blocking: hardcoding Currency:"USD" in a per-service pricer closure fails no test. A per-service test that skips a non-USD retail row would cover it.
