fix(recfilter): dedupe each term and payment variant against the full held quantity - #714
Fixes#703 in pkg. PR 1 of 2: PR 2 re-pins the provider modules and restores the managedredis variant test.
What
recfilter keyed held commitments by ResourceType|Region|engine|deployment and spent the held quantity across recommendations in input order. Providers emit one recommendation per term and payment variant, so one held commitment reduced only the first variant. With 1 held unit and four variants of 2, the result was 1, 2, 2, 2, and a buyer acting on any other variant over-bought.
Now each variant group (term|payment, trimmed and lowercased) starts from the full held quantity for its key. Within a group, the quantity is still spent in input order. The example gives 1, 1, 1, 1.
Generic path:variantBudget clones the held map once per group, lazily.
EC2 path:variantGroups builds one ec2Dedupe per group, so the normalized-unit, size-flexible and regional/zonal rules apply unchanged inside each group. AWS fetches 2 terms x 3 payments for every service, so without this EC2 kept the fix(recfilter): one held commitment reduces only the first term/payment variant #703 over-buy, as a [1 2 2] probe showed.
Removed:ec2Dedupe.handles, which no longer had a caller.
CI runs the provider modules twice: once with the committed go.work, which builds against this pkg, and once with GOWORK=off, which builds against the pinned pkg.
PR 2 re-pins providers/azure and providers/aws to this merge, and restores the test asserting 1, 1, 1, 1.
Providers pick up the fix on that pin bump. The CHANGELOG says so.
Verification
Tests first in pkg/recfilter: the 4-variant example, an EC2 variant case ([1 2 2 2] before, [1 1 1 2] after), and an ElastiCache cross-engine cover per variant. All failed on main.
Unchanged-behaviour guards: same-key/same-variant sharing, different keys unaffected, and normalization (" 1YR " shares with "1yr", and the same for payment).
Mutation probes, all killed: a shared budget across groups, one ec2Dedupe across groups, an aliased held map, no group cache, an empty term as a wildcard, a term-only key, no normalization, and no lowercasing of the term or the payment.
Runs:
make test-unit (52 ok);
pkg recfilter with GOWORK=off, plus vet and golangci-lint, 0 issues;
providers/azure and providers/aws with go.work and with GOWORK=off: no failures.
Reviews: two adversarial task-review passes. Pass 1 found that EC2 still shared one budget, the CI sequencing problem, the CHANGELOG wording and the untested normalization. All are fixed, and pass 2 was clean.
Recent purchases now reduce recommendations across matching term and payment options, instead of affecting only the first matching option. Recommendations with the same term and payment option share the available quantity and are adjusted in input order. Different term or payment variants receive their own held quantity, and recommendations for unrelated resource keys remain unaffected.
… held quantity
The held budget was keyed without term or payment, so one held commitment
reduced only the first variant of a recommendation in input order. Each
term|payment group now starts from the full held quantity and consumes it in
input order. An empty term or payment is its own group.

…udget
ec2Dedupe spent shared entries across variants, so one held m5.large still
reduced only the first EC2 variant. Build one ec2Dedupe per variant group,
sharing the group key with the other services. Adds the EC2 probe and
normalization tests; the changelog now covers EC2.

…bug
TestHeldReservation_VariantPin pinned the shared-budget over-buy. CI runs
providers/azure both with the local go.work (new pkg) and with GOWORK=off
(old pin), so no single assertion passes both. It returns asserting 1,1,1,1
together with the azure pkg re-pin in a follow-up.

Held commitment adjustment now tracks a separate budget for each normalized term and payment variant. Recommendations with the same variant share the remaining budget in input order. Tests cover this behavior across resource types, including EC2 and ElastiCache.
Changes: Held commitment variant adjustment
Layer / File(s)
Summary
Group held budgets by term and payment pkg/recfilter/dedupe.go, pkg/recfilter/dedupe_ec2.go
Adjustment creates a group for each trimmed, lowercase term and payment key. Each group gets a clone of the held commitments and its own EC2 deduper. Recommendations in the same group share its budget in input order.
Tests cover distinct and repeated variants, resource types, EC2 and ElastiCache recommendations, and normalized keys. The prior Azure test for the old behavior is removed. The changelog describes the variant-specific adjustment.
No concrete merge-blocking issue is established. The variant adjustment appears consistent with the intended behavior; rerun the failed external download check before merging.

Explanation
The title names the main change: recfilter deduplication now checks each term and payment variant against the full held quantity. The changeset matches this. It removes the variant-pinning test and changes the adjustment logic to build a per-variant group with a cloned held map and a fresh EC2 deduper. The title uses the conventional fix(recfilter) prefix and stays concise. Minor gap: it does not mention the EC2 handling removal or the test removal, which is acceptable because the title covers the primary change.
Full details: Linked Issues check
Explanation
[#703] The issue asks for three things: a semantics decision, an implementation, and a provider test per variant-emitting provider. Semantics: the PR treats term/payment variants as alternatives. Each variant group starts from the full held quantity, and recommendations within one group share it in input order. This matches the issue example, which gives 1, 1, 1, 1 for four variants of 2 with one held unit.
Implementation at head 9ad6edd (pkg/recfilter/dedupe.go): variantGroups.of keys each recommendation by strings.ToLower(strings.TrimSpace) of Term and PaymentOption. Each new group clones the held map with maps.Clone and builds its own newEC2Dedupe. Non-EC2 recommendations use group.held. AWS EC2 and Compute recommendations use group.ec2, so the normalized-unit, size-flexible and regional/zonal rules apply inside each group. An empty term or payment forms its own group.
Tests (pkg/recfilter/dedupe_variants_test.go) cover the 4-variant example, same-variant sharing, different keys, empty term or payment, an ElastiCache cross-engine case with variants (6 -> 1, 1), an EC2 variant case (1, 1, 1, 2), and normalization. I checked the expected values against the code and they match.
Residual gap: the issue also asks for a provider-level test (Azure, and AWS variants). At this head the managedredis test that pinned the old behavior is removed, and no provider-level test asserts the new behavior. The PR states that a provider test asserting 1, 1, 1, 1 cannot pass both the go.work and GOWORK=off runs until the provider modules are re-pinned in PR 2. Because of that constraint, this assessment does not require the provider test in this PR. Issue #703 is fully covered only after PR 2 lands.
Full details: Out of Scope Changes check
Explanation
Whole-pull-request diff (merge base a52dfb9 to head 9ad6edd) for pkg/recfilter contains only #703 work: dedupe.go (variantGroups, variantGroup, of, and the maps import), dedupe_ec2.go (removal of ec2Dedupe.handles, which had no other caller in the diff), and the new dedupe_variants_test.go. The removed managedredis test (TestHeldReservation_VariantPin, commit 011267d) is the test that pinned the #703 behavior, and the issue names it. The CHANGELOG entry is the #703 Fixed item.
The incremental diff from the previous reviewed head 011267d to head 9ad6edd also shows #697 (PurchaseResult.OfferingClass and the pkg/common codec), #705 and #717 (Cosmos DB, SQL and Synapse reservation changes), and their CHANGELOG entries. These come from the merge of origin/main into the branch, and they are already in the merge base. They are not changes of this PR and are not counted as out of scope. I did not re-read the whole-PR diff for the managedredis file or the CHANGELOG; this verdict uses the PR summary and the pkg/recfilter diff for those files.

When Azure is re-pinned, test that a held reservation reduces all four managedredis term and payment variants. The remaining managedredis tests pass only one variant to the checker. The synthetic pkg tests cannot detect incorrect variant fields produced by managedredis.

Variant grouping: each group gets its own held budget (maps.Clone, pkg/recfilter/dedupe.go:300) and a fresh newEC2Dedupe (no shared *ec2Entry). The key normalizes term (lowercased) and payment (trimmed). EC2 routing (isAWSCompute) is unchanged. The removed handles has no other caller.
CI run 42332405745 at this head: green. Local (GOWORK=off): pkg/recfilter tests and vet pass; golangci-lint reports 0 issues; managedredis passes against the pinned pkg. Probes, 6 killed:
a shared held budget;
a single group (the old behaviour);
a term-only key;
term not lowercased;
payment not trimmed;
EC2 routed to the generic path.
Non-blocking: the warn-once map is per group, so an unrecognized EC2 value can log once per variant. Removing TestHeldReservation_VariantPin leaves the provider-level variant check uncovered until PR 2, as the body says.
Cold review of the full diff (money path: an over-buy).
Checked
Semantics. They match the decision recorded on fix(recfilter): one held commitment reduces only the first term/payment variant #703: variants are alternative ways to buy the same resource, so every term and payment variant is checked against the full held quantity. In the issue's example, 1 held unit and four variants of 2 now give 1, 1, 1, 1 instead of 1, 2, 2, 2. That's the direction that never over-buys.
The key is lower(trim(Term)) + "|" + lower(trim(PaymentOption)).
Each group lazily gets maps.Clone of the held map, so variants can't drain each other's budget, plus its own ec2Dedupe. The normalized-unit, size-flexible and zonal/regional rules then apply unchanged inside each variant.
Within a group, the budget is still spent in input order, so two recommendations for the same resource and variant share it, as before.
An empty term or payment is a group of its own.
Dispatch.isAWSCompute now selects the EC2 path directly, replacing the removed ec2Dedupe.handles, and the generic path uses the group's held map.
Provider test. The removed providers/azure/.../managedredis/held_reservation_dedupe_test.go pinned the old order-dependent result. Providers pin pkg by version, so removing it can't break their build, and PR 2 restores it after the re-pin.
The generic held map shared across variants (no clone) fails the same five.
The variant key not normalized (case and space) fails TestDedupe_VariantNormalization.
One EC2 dedupe shared across variants fails TestDedupe_EC2VariantsEachSeeFullHeldQuantity.
Local verification (macOS, at this SHA, GOWORK=off, private GOCACHE):go vet ./recfilter/ is OK, go test ./recfilter/ passes, and golangci-lint reports 0 issues. I've left the full suites to CI.
@claude-cc-libs: go#697 merged as a52dfb91 (it was next in the go merge order). go#714 is now BEHIND main, so it is clear to update-branch for merge-only deltas. go#697 touched only pkg/common (service_details_codec.go, types.go and their tests) plus the CHANGELOG, so a CHANGELOG-only conflict is the most likely one.
Brings in #697 and the earlier main changes. The only conflict was
