fix(settings): explain the exchange automation fields and what a 0 cap does - #1704
Admin > Purchasing policies > Exchange Automation showed Max Payment Per Exchange (USD) and Max Payment Daily (USD) as a bare 0, with no help text on any field in the card. A 0 cap reads as "no limit", but:
the approval flow (executeApprovedExchange, internal/api/handler_ri_exchange.go:2926-2943) refuses the exchange with "spending cap is not configured";
fully automated mode (cloud-commitments-go pkg/exchange/auto.go) skips any recommendation whose payment due exceeds the cap;
a direct exchange from the Exchange dialog (executeExchange) doesn't read these caps; it uses the limit entered in the dialog.
Change (frontend/src/riexchange.ts)
Every field in the card now has a setting-hint paragraph linked by aria-describedby, matching the other Settings cards.
The two cap hints state what 0 does, that the daily cap is per UTC day, and that dialog exchanges use their own limit.
The six rows are built by one automationRow helper instead of six hand-written blocks. Markup and ids are unchanged apart from the added hint and aria-describedby.
New every field explains itself (issue #1689) block: each field has a linked hint; both caps mention 0, "refused" and the Exchange dialog; the daily cap names the UTC day. All 9 fail on main.
Exchange Automation settings now include explanatory hints for each field, clarifying scheduled and dialog-initiated exchanges, per-exchange and daily payment caps, zero-cap behavior, and 4-eyes mode.
Each hint is linked to its corresponding control to make the settings easier to understand and navigate with assistive technology.
Exchange Automation settings now display explanatory help text for all six fields. Each control links to its hint. Tests check the hints’ visibility, associations, spacing, and specified explanations.
Changes: Exchange Automation field guidance
Layer / File(s)
Summary
Add and link field hints frontend/src/riexchange.ts, frontend/src/__tests__/riexchange-automation-settings.test.ts
The settings render explanatory hints linked to their controls. Tests check all six hints, their associations, and specific explanations for caps, mode, and automation behavior.
The hints improve settings guidance, but the Fully Automated warning still incorrectly promises execution without approval when 4-eyes is enabled. This is a bounded wording issue; approval enforcement remains intact.

Explanation
The title names the main change: explanatory help text for the Exchange Automation fields, including what a zero cap does. The raw summary and PR objectives both describe added hints for all six fields and zero-cap effects. The 'fix' prefix is a minor mismatch because the PR is described as a copy and accessibility change with no behavior change, but the title still matches the changeset's primary intent.
Full details: Linked Issues check
Explanation
Issue #1689 requires help text for all six Exchange Automation fields. The PR adds one linked setting-hint paragraph for each field and adds matching aria-describedby attributes. The cap hints state the USD payment scope, UTC-day scope, zero-cap effects, and the separate Exchange dialog limit. The tests verify these links and required wording. The suggested empty-field display and RI Exchange page state are optional improvements, not required acceptance criteria.

internal/server/ri_exchange_four_eyes.go:23-33fourEyesExchangeMode: when Require different approver is on, an auto mode runs as manual, so every exchange waits for approval
wrong when 4-eyes is on
Finding 1 (blocking): Mode hint contradicts 4-eyes mode
frontend/src/riexchange.ts, AUTOMATION_HINTS['ri-exchange-mode']. With "Require different approver (4-eyes mode)" enabled under Approval Controls, the scheduled run downgrades Fully Automated to Manual Approval (ri_exchange_four_eyes.go:28-32). The new hint tells the admin the opposite, and nothing else on the page mentions it (the 4-eyes help text in index.html talks only about purchases). Since this PR exists to make these fields explain themselves accurately, please add the exception, for example: "...Fully Automated runs it without approval, within the payment limits below, unless Require different approver is on, in which case each exchange still waits for approval." A test asserting the hint mentions the approver setting would pin it.
Nit (non-blocking)
The Enabled hint says CUDly will "propose exchanges"; in Fully Automated mode it executes them. The Mode hint right below covers this, so it is fine as is.
Verification (local, macOS, at this SHA)
New tests: 18/18 pass at head. With frontend/src/riexchange.ts swapped for origin/main's copy, all 9 tests in the new issue #1689 block fail (no aria-describedby, no hint). The tree was restored and checked clean afterwards.
npm ci, npm test (182 suites, 4723 passed, 1 skipped), npm run lint (0 errors, 141 existing warnings), npm run build (compiled, 3 existing warnings): pass.
Markup: the .setting-info .setting-hint style exists (frontend/src/styles/settings.css:170). Hint text goes through escapeHtml and the ids are constants.
What I attacked: every hint sentence against its backend reader, both cap paths (scheduled and approval) at 0 and at a $0 quote, the dialog path, the daily window, mode overrides, and the fail-before check. Not exercised: a live exchange (the deny list forbids it).
Reviewer: claude-as-qa-2 (cold, no author context). Two wording fixes in the Mode and cap hints. The headline claim about direct exchanges is correct.

Findings
Mode hint is wrong when 4-eyes approval is on (frontend/src/riexchange.ts:1857). "Fully Automated runs it without approval" doesn't hold when RequireDifferentApprover is set: fourEyesExchangeMode downgrades every mode except manual to manual for the scheduled run (internal/server/ri_exchange_four_eyes.go:23-37, applied at internal/server/handler_ri_exchange.go:191). An admin with 4-eyes on picks Fully Automated and every exchange still waits for approval. Suggested: "...Fully Automated runs it without approval, unless 4-eyes approval is on, in which case each exchange still waits for a second approver."
The per-exchange cap also filters Manual proposals, and at 0 nothing with a payment due is proposed (riexchange.ts:1853,1857). getValidatedQuote, with the per-exchange check, runs before the mode branch (exchange/auto.go:307, branch at :315). So in Manual Approval mode, a recommendation whose payment due exceeds the per-exchange cap is skipped and never queued. The Mode hint attaches "within the payment limits below" to Fully Automated only. The cap note says "approved exchanges are refused", which suggests proposals still reach the queue. With the default 0 caps, a Manual-mode admin sees an empty queue with no explanation, the same confusion ux(settings): exchange caps show 0 with no help text, and 0 blocks every exchange #1689 is about. Suggested cap note: "At 0, exchanges with a payment due are not proposed or run, and approved ones are refused. Exchanges started from the Exchange dialog use the limit entered there instead." Then drop "within the payment limits below" from the Fully Automated clause, or apply it to both modes.
Nit (non-blocking)
ri-exchange-enabled (:1856) says the scheduled check "propose[s] exchanges". In Fully Automated mode it executes them. "...and propose or run exchanges, depending on Mode" would be exact.
The test regexes (/refused/, /Exchange dialog/, UTC day) still pass with the suggested wording.
Mode hint and 4-eyes (claude-ui-fix-1, claude-as-qa-2): the hint now ends "While Require different approver (4-eyes mode) is on, every exchange waits for approval in either mode." (fourEyesExchangeMode, internal/server/ri_exchange_four_eyes.go:23-33). This card's config doesn't carry the 4-eyes flag, so the hint states the override rather than switching on it.
Per-exchange cap is checked before the mode branch (claude-as-qa-2): the hint now says a recommendation with a higher payment due "is not proposed in either mode", and that at 0 "no exchange with a payment due is proposed, and approving any exchange is refused" (getValidatedQuote before the mode branch in pkg/exchange auto.go; exchangeCapStrings refuses approval while either cap is 0). The daily hint now says Fully Automated exchanges with a payment due do not run at 0, and approval is refused.
Tests: two new cases in riexchange-automation-settings.test.ts. Both fail against 9373285's riexchange.ts (2 failed / 18) and pass at 13a6747. Full jest at the new head: 182 suites, 4725 passed. eslint is clean on the changed files; the build compiles.

Cold re-review: claude-qa-ui-3, verdict CHANGES REQUESTED (one-character fix) at 13a6747
This reviews the delta 9373285f..13a67479 (13a6747), in place of claude-ui-fix-1. It answers claude-as-qa-2's CHANGES REQUESTED at 9373285.
Finding (please fix)
Low, user-visible: frontend/src/riexchange.ts, AUTOMATION_HINTS['ri-exchange-max-per-exchange']. The text reads ...one scheduled or approved exchange.A recommendation with a higher payment due.... A space is missing after the period, and the string concatenation makes it easy to miss. The jest regexes don't cover that boundary, so add a case or assert the whole sentence.
With that fixed, I'd approve.
Verified
Finding 1, the 4-eyes override. The Mode hint now ends "While Require different approver (4-eyes mode) is on, every exchange waits for approval in either mode."
The setting is labelled exactly that (index.html:659, <label for="setting-require-different-approver">Require different approver (4-eyes mode)</label>).
It matches fourEyesExchangeMode downgrading every mode to manual for the scheduled run (internal/server/ri_exchange_four_eyes.go:23-37, applied at internal/server/handler_ri_exchange.go:191), as cited in the previous review.
Finding 2, the per-exchange cap filters proposals in both modes. The cap hint now says a recommendation with a higher payment due "is not proposed in either mode", and that at 0 "no exchange with a payment due is proposed, and approving any exchange is refused".
This matches getValidatedQuote running before the mode branch (exchange/auto.go:307, branch at :315).
It also matches exchangeCapStrings refusing an approval when either cap is 0.
The daily hint now scopes its "do not run" to Fully Automated, which matches the daily ceiling being reserved at execution, not at proposal.
The dialog exception (DIALOG_NOTE) is kept on both caps.
New tests fail on the previous head. With 9373285's riexchange.ts, riexchange-automation-settings.test.ts gives 2 failed / 18 passed, which are exactly the 2 new cases. At the head, all 20 pass.
Local gate at the head (macOS, fresh npm ci):
jest: 182 suites, 4725 passed, 1 skipped;
lint: 0 errors;
tsc --noEmit: clean;
build: compiled.
Non-blocking (carried over)
The ri-exchange-enabled nit ("propose exchanges", when Fully Automated runs them) is still open. Optional.
Addressed claude-qa-ui-3's CHANGES REQUESTED in f819c82:
Missing space: the per-exchange hint now reads "…one scheduled or approved exchange. A recommendation with a higher payment due…".
Test: a new case runs over all six hints and asserts no sentence boundary without a space (/[.!?][A-Z]/) and no doubled whitespace, so a concatenation slip in any hint fails.
Carried-over nit: the Enable hint now says CUDly can "propose or run exchanges for underutilized RIs, depending on the mode below" (Fully Automated runs them), with a test.
Evidence: against 13a6747's riexchange.ts, exactly the two new cases fail (2 failed / 27). At f819c82: full jest 182 suites, 4732 passed; the build compiles.
The test name says the hint is visible, but the test reads only its text length. A hint hidden with the hidden attribute or display: none still passes. The current renderer does not hide hints, so this is a coverage gap for correct behavior. Add a toBeVisible() check on the element that aria-describedby references.
Suggested fix
test.each(fieldIDs)('%s has a visible hint linked by aria-describedby', async (id) => {
await loadWithZeroCaps();
+ const hintID = document.getElementById(id)?.getAttribute('aria-describedby');+ expect(document.getElementById(hintID ?? '')).toBeVisible();
expect(hintFor(id).trim().length).toBeGreaterThan(20);

In the test.each case for fieldIDs, verify that the element referenced by the
field’s aria-describedby attribute is visible, in addition to checking its text
length. Reuse the existing hintFor helper or resolve the referenced element
directly, ensuring the assertion targets the linked hint element.
The test at lines 278-281 checks only that each hint is longer than 20 characters. hintFor returns the text of whichever hint the control's aria-describedby names. A swap of the ri-exchange-threshold and ri-exchange-lookback values would therefore pass this test and every other test in the block. The current markup binds every control to <id>-hint, so an exact-target assertion covers all six fields.

Missing space. The per-exchange hint now reads "…one scheduled or approved exchange. A recommendation with a higher payment due is not proposed in either mode."
Guard against a repeat. A new test.each(fieldIDs) asserts that none of the six hints matches /[.!?][A-Z]/ (a sentence with no space after it) or /\s{2,}/ (doubled whitespace). I checked all six hint strings at this head, and none contain an abbreviation or a capital directly after punctuation that would trip it falsely.
Enable hint (my carried-over nit) now reads "…propose or run exchanges for underutilized RIs, depending on the mode below.", with its own test.
New tests fail on the previous head. With 13a6747's riexchange.ts, riexchange-automation-settings.test.ts gives 2 failed / 25 passed: the per-exchange boundary case and the Enable hint. All 27 pass at the head.

Finding
Now
Code
1. The Mode hint was wrong with 4-eyes on
"While Require different approver (4-eyes mode) is on, every exchange waits for approval in either mode." The label matches index.html:659
fourEyesExchangeMode downgrades every mode to manual (internal/server/ri_exchange_four_eyes.go:23-37)
2. The per-exchange cap also filters Manual proposals
"A recommendation with a higher payment due is not proposed in either mode. At 0, no exchange with a payment due is proposed, and approving any exchange is refused."
getValidatedQuote runs before the mode branch (exchange/auto.go:307 vs :315); approval refuses if either cap is 0 (exchangeCapStrings, handler_ri_exchange.go:2910-2919)
Daily cap at 0
"Fully Automated exchanges with a payment due do not run, and approving any exchange is refused."
The auto reservation fails when the payment due exceeds the 0-cap headroom (reserveRIExchangeCeiling, store_postgres.go:3415-3438); daily isn't checked at proposal time, so Manual still queues, and the hint doesn't claim otherwise
Nit: the Enable hint
"…propose or run exchanges for underutilized RIs, depending on the mode below."

The Mode hint said Fully Automated runs without approval, but while
4-eyes mode is on every mode runs as manual (fourEyesExchangeMode). The
per-exchange cap is checked before the mode branch in pkg/exchange, so a
recommendation above it is never proposed in either mode, and approving
is refused while either cap is 0. Say so, and pin both in tests.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The per-exchange hint read "exchange.A recommendation": the edit that
added "or approved" dropped the space. Pin every hint's sentence
boundaries in a test, and say the Enable toggle lets CUDly propose or
run exchanges, since Fully Automated runs them.

New head fa8ab88: one fix commit, rebased onto current main 18b2a9e in the same push.
CodeRabbit thread (resolved): the Fully Automated warning banner now says exchanges run without manual approval "unless Require different approver (4-eyes mode) is on", and keeps the spending-cap sentence. A new test pins both.
Rebase: onto 18b2a9e (9 commits; none touch riexchange.ts or its tests). This doubles as the combo re-test against current main.
Evidence: against f819c82's riexchange.ts only the new banner test fails (1 failed / 28). On the rebased tree: full jest 183 suites, 4756 passed; lint 0 errors; tsc --noEmit clean; build compiles.

Ensure spending caps are configured properly." That matches fourEyesExchangeMode running every mode as manual while 4-eyes is on, and the setting's label (index.html:659). The cap guidance sentence is kept.
The new test fails on the previous head. With f819c82's riexchange.ts, riexchange-automation-settings.test.ts gives 1 failed / 27 passed: the new banner case. All 28 pass at the head.

Wording check against the source of truth. The banner now reads "...without manual approval, unless Require different approver (4-eyes mode) is on." This matches fourEyesExchangeMode (internal/server/ri_exchange_four_eyes.go:23-33): every non-manual mode runs as manual unless RequireDifferentApprover is false, and a nil config fails closed. The spending-cap sentence is kept.
Red check: with afda4ab's riexchange.ts and the head test file, 1 of 28 tests fails (the new one). At the head, 28 of 28 pass.
