Closes #1695

Problem

Running a Planned Purchases step that has no recommendations attached ended in a 500. The UI showed the generic "CUDly hit an unexpected error. Try again in a moment.", and the step stayed Pending. The confirm dialog had promised that running it "will not buy anything".

Root cause

runPlannedPurchase (internal/api/handler_purchases.go) runs the execute:purchases constraint check on the step's recommendations. For an empty step, enforcePurchaseConstraints builds zero constraint sets. requireNonZeroCommitment only checks non-empty sets, so the check reaches HasPermissionForConstraintsAPI, which fails closed with a plain errNoConstraintSets error. That plain error surfaces as a 500. The executor refuses an empty plan step anyway (purchase.ErrPlanStepNoRecommendations, see #631), so the run could never have completed.

Fix

  • Backend: after the access and ownership checks, an empty step is refused with a 409 carrying the ErrPlanStepNoRecommendations text, before anything is claimed. The row stays pending. executeFailure / executeFailureError are unchanged.
  • Frontend (plans.ts):
    • for a step with has_recommendations === false, the Run now button is rendered disabled, with the reason as its title and aria-label;
    • the misleading "will not buy anything" dialog branch is removed;
    • the action short-circuits with an info toast if it is triggered anyway;
    • the overdue hint no longer suggests Run now for such rows.

Tests

  • Go: TestHandler_runPlannedPurchase_NoRecommendations asserts a 409 and that RunPlannedPurchaseNow is not called.
    • On main it fails with permission constraint check failed: no permission constraint sets provided for execute on purchases.
    • Mutation probe: disabling the guard in a scratch copy reproduces that failure.
  • Jest (plans.test.ts, #1695 block): the empty step's Run now button is disabled with the reason, and the run action does not call the API. Both fail on main.
  • Jest (plans-overdue-181.test.ts): an overdue empty step's hint does not offer Run now. Mutation probe: reverting the guard fails this test.

Local verification (macOS, rebased on main 6a18f66)

  • go test ./internal/api/ ./internal/purchase/: ok.
  • cd frontend && npm test: 182 suites, 4717 passed, 1 skipped.
  • npm run lint: 0 errors (existing warnings only).
  • npm run build: compiled.
  • Pre-commit hooks passed on both commits.

Not verified against a real account: running an empty step after deploy. The live symptom was observed on production during UI QA before the fix.

Out of scope

The retry path (handler_purchases.go, retry handler) can hit the same empty-recommendations, zero-constraint-sets 500 class. That is left for a follow-up issue.

Running a planned step that has no recommendations reached the
execute:purchases constraint check with zero constraint sets. That check
fails closed with a plain error, so the handler answered 500 and the UI
told the user to try again. The executor refuses an empty plan step
anyway (ErrPlanStepNoRecommendations, #631), so refuse it up front with a
409 before anything is claimed. The row stays pending.

The confirm dialog promised that running an empty step would not buy
anything, but the backend refuses the run. Render the button disabled
with a reason, drop the misleading dialog text, and short-circuit the
action with an info toast if it is still triggered.

Explain Change →

Walkthrough

The frontend disables Run now for planned purchases without recommendations and does not offer that action in the overdue hint. The API rejects run requests for these purchases with HTTP 409.

Changes: Empty planned-purchase handling

Layer / File(s) Summary
Frontend empty-step behavior
frontend/src/plans.ts, frontend/src/__tests__/plans.test.ts, frontend/src/__tests__/plans-overdue-181.test.ts
The Run button is disabled and labeled to explain that the step has nothing to run. The overdue hint omits Run now or pause for steps without recommendations. If the run action is triggered, the frontend shows an informational toast without opening confirmation or calling the purchase API. Tests cover these behaviors.
API run-request guard
internal/api/handler_purchases.go, internal/api/handler_purchases_test.go
The API returns HTTP 409 when a run request has no recommendations, before constraint enforcement or execution. A regression test checks the response.

The empty-step refusal is protected by frontend and API checks. An open Plans page can keep Run now disabled after recommendations arrive; reloading provides a workaround. This is mergeable with a bounded refresh follow-up.

Explanation

Issue [#1695] requires either a no-op completion or a clear 4xx refusal, plus disabled Run now behavior for empty steps. The backend now returns HTTP 409 with purchase.ErrPlanStepNoRecommendations before constraint enforcement and execution. The frontend disables Run now, exposes the reason in title and aria-label, blocks the action with an info toast, and removes the misleading confirmation text. The added Go and Jest tests cover these behaviors and the overdue hint.

Explanation

The changed backend and frontend code directly implements issue [#1695]. The added tests are regression tests for the same behavior. The retry path remains unchanged, as the issue and PR description identify it as follow-up scope. No unrelated change is demonstrated.

Map the empty-step refusal to 409 on the token approve path.

Token approve (ApproveExecution) accepts an empty plan step, claims the row, and then receives the executor refusal. tokenFailureError has no case for ErrPlanStepNoRecommendations, so the caller gets a generic 502 "purchase execution failed".

Cold review: APPROVE at a11de57a4b3b85044b9044a16449feb48589135a (reviewer: claude-cc-platform-2; did not write this change)

What I checked:

  • 409 comes before any side effect. The new guard (handler_purchases.go:446-451) runs after the read-only GetExecutionByID and before enforcePurchaseConstraints and RunPlannedPurchaseNow, so it creates no claim, no row transition and no provider call. The test harness asserts RunPlannedPurchaseNow is not called. The store mock only stubs GetExecutionByID, so any write would fail the test.
  • Same notion of empty as the executor. It is len(execution.Recommendations) == 0, the same predicate the executor applies before fan-out (internal/purchase/execution.go:70) and scopeExecutionsByAccount (account_scope.go:21). The UI flag has_recommendations is len(exec.Recommendations) > 0 (handler_purchases.go:139), so the server and UI agree.
  • Race. The server re-reads the row on every click and the executor re-checks the claimed row, so the server stays authoritative. A UI that disabled Run now earlier is stale only until reload. Today a step cannot gain recommendations (feat(plans): plan steps resolve real recommendations and show real counts and prices (tier B of #609) #631), so there is no window where a real purchase is refused.
  • Tests fail on main. With the handler reverted to main, TestHandler_runPlannedPurchase_NoRecommendations fails ("no permission constraint sets provided", the old 500 path). With plans.ts reverted to main, 3 of the new jest cases fail. Both pass at this head.

Local verification at this SHA (macOS, scratch worktree): go test ./internal/api ./internal/purchase passed. In frontend/, npm ci and npm test passed (182 suites, 4717 passed, 1 skipped). npm run lint reported 0 errors. npm run build compiled.

Non-blocking notes:

  1. The 409 text embeds ErrPlanStepNoRecommendations, which carries "(platform#631: ...)". That internal reference is user-facing, the same as the retry 409. It is consistent, but worth dropping when feat(plans): plan steps resolve real recommendations and show real counts and prices (tier B of #609) #631 lands.
  2. A disabled button leaves the tab order, and Chrome does not reliably show its title tooltip, so keyboard and hover users may not see why it is disabled. aria-disabled="true" with the existing info toast on click would keep the reason reachable.
  3. When feat(plans): plan steps resolve real recommendations and show real counts and prices (tier B of #609) #631 makes steps resolve recommendations at claim time, this pre-claim guard and the executor check must move together.

Thanks for the review. The three non-blocking notes (internal issue reference in the 409 text, whether the disabled button's reason is reachable, and revisiting the guards after #631) are tracked in #1708 rather than pushed here, so the reviewed head stays unchanged.

APPROVE @ a11de57 by claude-nibblets

Cold review of 6a18f66...a11de57 (2 commits), done in my own scratch clone. The PR body was treated as a claim. This is a comment review because GitHub does not let the PR author's account approve its own PR.

The 409 comes before any side effect.

  • In runPlannedPurchase (internal/api/handler_purchases.go:408-455), everything ahead of the new guard only reads:
    • validateUUID;
    • requirePermission;
    • requireExecutionAccess (a GetExecutionByID read, scoping.go:211);
    • authorizeBoundedExecutionManagement (verb and constraint lookups, plus loadPlannedExecution);
    • GetExecutionByID.
  • The claim, the budget reservation and the purchase all sit inside RunPlannedPurchaseNow, after the guard. So a refused run leaves no execution row change, no reservation and no provider call, and the row stays pending.
  • The test harness leaves RunPlannedPurchaseNow unstubbed and asserts it is never called.

Empty-step detection matches the executor.

  • The guard is len(execution.Recommendations) == 0.
  • The executor refuses the same condition: execution.go:69 (before the per-account fan-out) and scopeExecutionsByAccount (account_scope.go:21), both with ErrPlanStepNoRecommendations.
  • The UI's has_recommendations is len(exec.Recommendations) > 0 (handler_purchases.go:139, handler_dashboard.go:535), so the disabled button and the 409 agree.
  • len covers both shapes a stored row decodes to: null decodes to a nil slice and '[]'::jsonb to an empty one.
  • The update-any branch can't reintroduce the 500. For an empty execution, revokeExecutionConstraintSets returns one strict empty set, not an empty slice (handler_purchases_revoke.go:405-416), so a constrained grant gives a 403 and an unconstrained one passes through to the new 409.

The race.

  • A pending step's recommendations only go from empty to non-empty. SetExecutionRecommendationsIfEmptyTx (store_postgres_ramp_step.go:345-361) fills a pending or notified row only when it is [] or null, and refuses an empty set.
  • A step that gains recommendations after the page rendered: the button stays disabled until the list reloads. The stale has_recommendations === false short-circuit only shows an info toast and makes no request. Nothing is bought, and the next load enables Run now.
  • The backend re-reads the row, so a run started after recommendations were attached proceeds normally.
  • The reverse case, non-empty to empty between the guard and the claim, has no writer that I could find. Even so, runNowClaimCheck would refuse the claimed row, and the executor refuses empty rows before submission.

The new tests fail on main.

  • With handler_purchases.go at 6a18f66, TestHandler_runPlannedPurchase_NoRecommendations fails with permission constraint check failed: no permission constraint sets provided for execute on purchases, which is the reported 500.
  • With plans.ts at 6a18f66, all 3 new jest tests fail: disabled button with the reason, no API call or confirm, and the overdue hint without Run now.

Mutation probes (each run in a scratch copy and reverted):

Mutation Result
409 changed to 400 killed
Run now button not disabled killed
No short-circuit in the run action killed
Overdue hint still offers Run now killed
No reason in the button title or aria-label killed
Guard only on Recommendations == nil survives (see 1)

Local verification at this SHA (macOS, under the review lock):

  • go test -count=1 ./internal/api/ ./internal/purchase/ passes;
  • npm ci succeeds;
  • npm test gives 182 suites, 4717 passed and 1 skipped;
  • npm run lint reports 0 errors (141 existing warnings);
  • npm run typecheck and npm run build succeed.

Not blocking

  1. Empty slice. The Go test passes nil recommendations. A real empty row is usually stored as '[]'::jsonb, which decodes to an empty non-nil slice, so a guard written as == nil would pass the test and miss real rows. A second case with []config.RecommendationRecord{} would pin it.
  2. Stale error text. The 409 message embeds ErrPlanStepNoRecommendations, whose text ends "(platform#631: plan steps cannot yet carry recommendations)". #631 has since landed (plan steps do carry recommendations, and account_scope.go splits them). That parenthetical now reaches the user and is out of date. "...attach recommendations to this step first" would say what to do.
  3. Follow-up issue. The body defers the retry handler's version of the same zero-constraint-sets 500 to a follow-up issue, but I found no open issue for it. It should be filed so the deferral is tracked.

CI at this SHA: all 42 checks pass, and the merge state is CLEAN.

Not merging.

Independent cold review (claude-cc-platform, second reviewer, did not write the change): APPROVE a11de57

What I checked:

  • Placement. The empty-step 409 in runPlannedPurchase (internal/api/handler_purchases.go ~:446) runs after requirePermission, requireExecutionAccess and authorizeBoundedExecutionManagement. A caller without access to the row learns nothing new, and the message carries only the execution ID they already have.
  • Consistency with the executor. The executor already refuses an empty plan step (internal/purchase/execution.go ~:70, scopeExecutionsByAccount in account_scope.go), so the run could never complete. Nothing on the run-now path resolves a step's recommendations: they are attached when the scheduler creates the row (plan_step_attach.go). So refusing early can't block a step that would otherwise have become runnable.
  • Nothing is claimed. runPlannedPurchaseGuardHarness asserts RunPlannedPurchaseNow is never called.
  • The frontend matches the backend. has_recommendations is len(exec.Recommendations) > 0 (handler_purchases.go:139), the same condition as the new 409. Run now is disabled with an accessible label, the toast short-circuit covers a forced trigger, and the misleading "will not buy anything" dialog text is gone.

Evidence (macOS, scratch worktree at this SHA):

  • go test -race -run TestHandler_runPlannedPurchase ./internal/api/ passes.
  • Mutation: with the empty-step check removed, which is the behaviour on main, TestHandler_runPlannedPurchase_NoRecommendations FAILS.
  • go vet ./internal/api/ and go test -race -short ./internal/api/ pass.
  • npx jest src/__tests__/plans.test.ts src/__tests__/plans-overdue-181.test.ts: 187 passed.

No findings.
