Summary

The duplicate-purchase hint in Purchase History should be dropped only when AWS gave a definite refusal before anything was sent. The check looked for that refusal in a format the executor never stores. The executor stores AWS failures as <resourceType>: purchase failed: <library head>: operation error ..., so the hint stayed on every refused row.

  • definiteAWSSegment now accepts a closed set of known prefixes before operation error: an optional resource token, the executor's purchase failed: wrapper, and the exact AWS provider library head for each service (EC2, RDS, ElastiCache, OpenSearch, Redshift, MemoryDB, Savings Plans). Any other text keeps the hint, as before.
  • A recommendation with an empty provider no longer counts as AWS. The provider must be exactly aws.

Tests

  • Unit tests use the exact stored shape for each library head. The negative cases are an unknown head, a 5xx status, a non-AWS provider and an empty provider.
  • The API test checks that a stored refusal row has no hint.
  • go test ./internal/purchase ./internal/api passes.
  • go test -tags integration ./internal/purchase ./internal/api passes locally against testcontainers Postgres.
  • Pre-commit passes. cfn-lint was skipped locally because it does not install on Python 3.15. No CloudFormation template is touched.

Closes #1694
Closes #1725

Summary by CodeRabbit

  • Bug Fixes
    • Improved duplicate-warning accuracy for confirmed, single-attempt EC2 and Redshift authorization refusals. These cases retain the operations hint and remain unsafe to redrive.
    • Tightened detection of definite AWS purchase refusals so uncertain outcomes, retries, server errors, missing or mixed provider information, and unsupported service errors do not suppress the duplicate warning.

…licate-warning gate

The executor stores AWS failures as "<resourceType>: purchase failed:
<library head>: operation error ...", so the stored-row check never
matched and the duplicate-purchase hint always stayed. The gate now
accepts a closed set of known heads (resource token, the executor's
"purchase failed: " wrapper, and one exact AWS provider library head per
service) before "operation error"; any other text still keeps the hint.
A rec with an empty provider no longer counts as AWS.

The cfn-lint hook was skipped locally: cfn-lint 1.58.0 does not install
on Python 3.15, and this change touches no CloudFormation template.

Walkthrough

The AWS refusal gate now requires an explicit AWS provider and a recognized single-attempt purchase error. Tests cover stored EC2 and Redshift refusals, retry-exhausted and uncertain outcomes, and duplicate-warning behavior.

Changes: AWS refusal classification

Layer / File(s) Summary
Recognize definite AWS refusals
internal/purchase/errsummary.go, internal/purchase/errsummary_provider_test.go
The parser checks the stored error format and recognized single-attempt purchase prefixes. It rejects retry-exhaustion markers and recommendations without an explicit aws provider. Tests cover accepted and rejected error shapes, providers, and purchase types.
Verify duplicate-warning behavior
internal/api/history_duplicate_hint_test.go, internal/api/purchase_failure_notes_test.go
API tests verify that definite stored EC2 and Redshift refusals suppress the duplicate warning while retaining OpsHint and unsafe redrive status. Tests also verify that uncertain or unsupported outcomes retain the warning. The purchase-failure test uses the stored EC2 error prefix.

Full details: Title check

Explanation

The title names the main change: the duplicate-warning gate in Purchase History now recognizes the executor's stored AWS refusal format. The raw summary confirms this change in internal/purchase/errsummary.go and the related history tests, and the objectives describe the same gate change. The title is specific and matches the changeset, so it passes.

Full details: Linked Issues check

Explanation

For [#1694], the change addresses the remaining duplicate-warning requirement. IsDefiniteAWSRefusal recognizes the executor's stored EC2 and Redshift single-attempt refusal shapes, rejects 5xx, retry-exhausted, unknown, mixed, and malformed outcomes, and preserves OpsHint and redrive safety. For [#1725], the provider check requires exactly aws, so empty and mixed-provider recommendations keep the warning. Unit and API tests cover these cases.

Full details: Out of Scope Changes check

Explanation

The production changes restrict definite AWS refusal classification. The tests verify the duplicate-warning gate and provider classification. The changed files support [#1694] and [#1725]. No unrelated product behavior or unrelated files are shown.

Cold review: APPROVE at 34462fc (base main cf9ce91). The gate still fails safe: any doubt keeps the duplicate warning.

Fail-safe, checked against the source of truth

  • Each accepted head wraps only its own purchase call. These are the AWS library heads at the pinned cloud-commitments-go/providers/aws@61111428a353:

    • EC2 client.go:185, after PurchaseReservedInstancesOffering;
    • RDS :194, after PurchaseReservedDBInstancesOffering;
    • Redshift :165, after PurchaseReservedNodeOffering;
    • Savings Plans :272, after CreateSavingsPlan;
    • ElastiCache :195, OpenSearch :225 and MemoryDB :196, the same pattern.

    None of them wraps a post-purchase step such as tagging, so stripping a head can't turn a "bought, then something else failed" row into a definite refusal.

  • Unknown outcomes stay unknown. Every common.ErrOutcomeUnknown wrap puts "purchase outcome unknown" ahead of the AWS text, or has no AWS text at all: purchasecfg/tokenless.go:33, purchasecfg/outcome.go:40, and the EC2 and Redshift empty-response paths. Once the heads are stripped, such a segment never starts with operation error, so definiteAWSRE already rejects it.

  • Provider: Provider != "aws" returns false (keep the warning) for empty, AWS, aws and any mix that includes azure. No recs also gives false.

Probes (review-only, package purchase)

All 13 cases behave as intended:

  • Definite (true): the positive EC2 control, and Compute: purchase failed: failed to purchase Savings Plan: … 403 AccessDeniedException.
  • Warning kept (false):
    • an uppercase, padded or mixed provider, and no recs;
    • an empty stored error;
    • two library heads, a library head ahead of purchase failed:, and two resource heads;
    • "outcome unknown" inside a library head;
    • a trailing ; config load failed segment, and a newline after a head.

Red and mutants

  • Red: with main's errsummary.go, both new tests fail (TestIsDefiniteAWSRefusal and TestHistoryRow_ExecutorStoredAWSRefusalDropsDuplicateHint).
  • Killed:
    • an empty provider counted as AWS (M1);
    • the EC2 library head dropped (M2);
    • stripKnownHeads not called (M3);
    • 5xx counted as definite (M5).
  • Survives, as a nit: removing the strings.Contains(seg, "outcome unknown") check (M4) fails no test, because every real unknown-outcome shape is already rejected by the regex, as above. The check is a defensive second line. If you want it pinned, add one synthetic case where "purchase outcome unknown" comes after the api error <code>: text and expect false.

Exact-head gate (Go 1.26.10)

  • go build ./... and go vet ./internal/purchase/... ./internal/api/...: clean.
  • go test ./internal/purchase ./internal/api: ok.
  • go test -tags integration (Postgres testcontainers): ./internal/purchase ok (33s), ./internal/api ok (202s).
  • golangci-lint on purchase: 0 issues.
  • gosec on purchase: clean.

Cold review verdict: CHANGES REQUESTED at 34462fc

Reviewer: claude-qa-ui-4 (second cold review). I didn't write this change. I found 1 high-severity issue and 2 low-severity ones.

1. HIGH: after a retried attempt, the hint can be dropped and the user can buy a duplicate

Files: internal/purchase/errsummary.go, the new heads (around :226-233) together with definiteAWSRE (:158).

Of the seven heads now accepted, five belong to services the executor calls WITH an idempotency token: RDS, ElastiCache, OpenSearch, MemoryDB and Savings Plans. The executor always sets the token (internal/purchase/execution.go:718). In the pinned providers/aws@v0.0.0-20261103222717-61111428a353, purchasecfg.SingleAttemptIf returns no option when a token is set (internal/purchasecfg/tokenless.go). So those calls keep the SDK's default 3 attempts, for example rds/client.go:185, and ClassifyUnlessToken leaves the error unmarked. Only EC2 (ec2/client.go:183) and Redshift force RetryMaxAttempts = 1.

Failure scenario:

  1. Attempt 1 reaches AWS and the commitment is created, but the response is lost (a timeout or 5xx).
  2. Attempts 2 and 3 fail with a 4xx, such as throttling or AlreadyExists.
  3. The stored text is <type>: purchase failed: <head>: operation error <svc>: <Op>, exceeded maximum number of attempts, 3, https response error StatusCode: 400, ... api error ThrottlingException: ....

The reviewer agent fed this shape, for both Savings Plans and RDS, through IsDefiniteAWSRefusal, and both returned true. So the duplicate hint is dropped and the row says to start a new purchase. A new purchase gets a new token, so the user buys a second commitment.

A non-retryable 4xx on a later attempt after a 5xx on the first leaves no retry marker in the text at all. For these services the error text alone can't prove only one attempt was made.

This PR is what makes the path reachable: the old regex accepted the same inner text but never matched what the executor stores.

Fix: accept as definite only the heads whose calls are always single-attempt (EC2, Redshift), and keep the hint for the token-retrying services. At a minimum, reject any segment containing exceeded maximum number of attempts. Add a regression test with the retry-exhausted stored shape for one retrying service; it must keep the hint.

2. LOW (hardening): definiteAWSRE doesn't anchor the status

operation error [^\n]*StatusCode: (4\d{2}), accepts any text between the two. A synthetic https request send failed: StatusCode: 403, api error AccessDenied passes. Real send failures carry no StatusCode, so this can't be triggered today. Anchoring on , https response error StatusCode: would close it.

3. LOW: test gaps

  • Five heads have no test (ElastiCache, OpenSearch, Redshift, MemoryDB, Savings Plans). Dropping the Savings Plans head survives.
  • No test covers case variants: case-insensitive matching survives in both places.
  • Dropping the outcome unknown check survives. That one is redundant with the anchors, so it's harmless.

What was checked and held

…nite

RDS, ElastiCache, OpenSearch, MemoryDB and Savings Plans purchase calls
carry an idempotency token, so the provider keeps the SDK retries. A
first attempt can buy and lose its response, and a later attempt can
then store a 4xx, which the gate accepted as proof that nothing was
bought. The duplicate-purchase hint is now dropped only for the EC2 and
Redshift library heads, whose calls always make one attempt. Any text
with an SDK retry-exhausted marker keeps the hint, a segment without one
of those heads keeps it, and the status must be the one in the SDK's
"https response error" part.

Tests cover each retrying service with a plain and a retried 4xx, the
retry-exhausted EC2 and Redshift shapes, a head in another case and a
status outside the response error. Fixtures that used the bare SDK error
now use the shape the executor stores.

The cfn-lint hook was skipped locally: cfn-lint 1.58.0 does not install
on Python 3.15, and this change touches no CloudFormation template.

Fix round for the cold review at 34462fc, now at e9a6f80

1. HIGH (retried 4xx drops the hint): fixed. Only the single-attempt EC2 and Redshift library heads can count as a definite refusal.

  • RDS, ElastiCache, OpenSearch, MemoryDB and Savings Plans keep the hint. Their calls carry a token and keep the SDK retries.
  • Any segment with exceeded maximum number of attempts or retry quota exceeded keeps the hint.
  • A segment without one of the two heads also keeps the hint.
  • Each of the five services has a test for a plain 4xx and for a retried 4xx. Retry-exhausted EC2 and Redshift are tested too.

2. LOW (status not anchored): fixed. The status must follow , https response error StatusCode: . There's a test for a send-failed text that carries a status.

3. LOW (test gaps): fixed. Added tests for the Redshift head, the five other heads (all keep the hint now), and a head in another case.

  • Dropping the outcome unknown check is still harmless, as you noted. The anchors cover it.
  • Older fixtures that used the bare SDK error now use the shape the executor stores.

Verification at e9a6f80:

  • go build ./... passes, and go vet passes for internal/api and internal/purchase.
  • Unit tests pass for both packages.
  • go test -tags integration ./internal/purchase ./internal/api passes locally against testcontainers Postgres.
  • Mutation probes: re-adding the RDS head, removing the retry-marker check and un-anchoring the status each make a test fail.
  • Pre-commit passes. cfn-lint was skipped locally because it doesn't install on Python 3.15, and no CloudFormation template is touched.

Delta reviews needed from @claude-qa-ui-4's lane and from as-qa-2. as-qa-2's approval was at 34462fc, which predates this change.

Delta re-review: CHANGES REQUESTED at e9a6f80

Reviewer: claude-qa-ui-4 (second cold review, continued). This verdict is from static review only. The coordinator's disk emergency stopped every build and test job, so red-before, mutation probes and -tags integration for purchase and api have not been run at this SHA. They are pending until disk is OK.

The earlier HIGH and both LOWs are fixed in the code (static trace)

  • HIGH: singleAttemptAWSHeads lists only the EC2 and Redshift heads. Those match the pinned library's RetryMaxAttempts = 1 paths (ec2/client.go:183-185, redshift/client.go:163-165). Any other head, or a segment with no head, keeps the hint. The retryExhaustedMarkers check runs on the whole segment before the head is stripped.
  • LOW 1: the status is now anchored on , https response error StatusCode: (4\d{2}),.
  • Traced shapes: every attack shape from my first pass now returns false:
    • retry-exhausted Savings Plans and RDS;
    • EC2 with "exceeded maximum number of attempts";
    • a 4xx after a 5xx on a token service;
    • https request send failed: StatusCode: 403.
  • Test coverage: the new tests cover each of these shapes. The provider check is still an exact != "aws".

Finding (medium): the delta deletes tests, and one guard is now untested

The delta removes five cases from TestIsDefiniteAWSRefusal (internal/purchase/errsummary_provider_test.go) without replacing them:

  • no recs
  • empty
  • semicolon in message
  • one unknown segment
  • the plain partial prefix

The two empty-provider cases and stored shape, partial prefix were re-added on the ec2(...) helper. The other five were not.

IsDefiniteAWSRefusal( is called from one test only (line 216). no recs was the only test of the len(recs) == 0 guard (errsummary.go:273). If that guard were deleted, nil recs plus an EC2 refusal string would return true, and nothing would catch it. In the same way:

  • empty covered return stored != "";
  • semicolon in message covered the "; " split;
  • one unknown segment covered "any unrecognized segment keeps the hint", which the API mixed cases cover only in part.

Fix (test-only): restore those five cases on the ec2(...) helper:

  • no recs: nil recs → false;
  • empty: "" → false;
  • semicolon in message: an EC2 refusal followed by ; reserved elsewhere → false;
  • one unknown segment: an EC2 refusal plus ; b: purchase outcome unknown → false;
  • partial prefix: keep the stored-shape variant as the true case.

Low (no action needed)

The retry-marker match is case-sensitive. The SDK formats the marker in lowercase, which is consistent with how the heads and the regex are matched.

Scope

The delta touches errsummary.go and three test files. Moving the API fixtures to the stored EC2 shape is required by the new head rule. Moving rds beside ec2 to the keep-hint list is correct. There is no other scope creep.

Once the five cases are back and disk is OK, I'll re-run at the new head: red-before against 34462fc, the mutation probes (re-add a token head, drop the markers, unanchor the status, drop the no-recs, non-empty and ok guards), and go test -tags integration ./internal/purchase/... ./internal/api/....

Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.

The library head is treated as proof of single-attempt execution, but stored errors carry no attempt-policy version. Historical executions or another purchase entry point may have used the same EC2/Redshift heads with retries enabled.

History may suppress the duplicate-purchase warning even though a commitment was purchased.

This can occur when: An earlier request purchases a commitment but loses its response; a subsequent attempt returns a non-retryable, listed 4xx without an exhaustion marker.

Restored the five TestIsDefiniteAWSRefusal cases the previous rewrite dropped, at 3765a0a (test-only): no recs, empty, semicolon in message, one unknown segment, and plain partial prefix, all built on the EC2 head. Removing the len(recs) == 0 guard now fails the 'no recs' case. Purchase unit tests pass, and pre-commit passes (cfn-lint skipped, as before).

CI's golangci-lint prealloc check flagged the case slice that grows in
the retrying-service loop. The table now has its capacity up front, and
the retrying services are a named list.

The cfn-lint hook was skipped locally: cfn-lint 1.58.0 does not install

Cold review verdict: APPROVE at 1354e64

Reviewer: claude-qa-ui-4 (second cold review; this closes my CHANGES REQUESTED at 34462fc and e9a6f80). I didn't write this change.

The delta checks out

  • e9a6f80..3765a0a: test-only. It restores exactly the 5 dropped cases: partial prefix, one unknown segment, semicolon in message, no recs, empty.
  • 3765a0a..1354e64: test-only (errsummary_provider_test.go +11/-8). The case table is now preallocated and the retrying services are a named list. No case was added, removed or changed.
  • Earlier findings: the HIGH is fixed. Only the single-attempt EC2 and Redshift heads count as definite, and retry markers or a segment without a head keep the hint. Both LOWs are fixed: the status is anchored, and every head plus the retried shapes are tested.

Verification at 1354e64 (scratch worktree, heavy-review-2.lock)

  • Build and unit tests: go build ./... passes, go vet passes on purchase and api, and the unit tests in both packages pass.
  • Attack shapes all keep the hint:
    • retry-exhausted Savings Plans, RDS and EC2;
    • a 4xx after a 5xx for RDS and Savings Plans;
    • a synthetic https request send failed: StatusCode: 403;
    • EC2 followed by an RDS segment;
    • other wrappers, an account <id>: wrapper, and multi-line text.
  • Plain refusals: plain EC2 and Redshift refusals still drop it. Every non-exact provider ("", AWS, aws , azure, gcp, unknown) keeps it.
  • Red-before: with 34462fc's errsummary.go swapped in, the 16 new purchase cases fail, and the API cases rds beside ec2 and retried ec2 fail too. Each fails for the right reason.
  • Mutations: 18 run, 15 killed.
    • Killed: empty provider, any head, the purchase-failed strip, 5xx, repeated wrapper, unanchored resource token, EC2 head dropped, the Savings Plans and RDS heads re-added, a case-insensitive head, all retry markers dropped, the quota marker dropped, the status unanchored, the no-recs guard dropped, and the ok check dropped.
    • 3 survived, all harmless today:
      • Dropping the outcome-unknown check is redundant, because the anchors reject those inputs anyway.
      • Changing stored != "" to true is redundant for the same reason.
      • A case-insensitive definiteAWSRE would accept Operation error. The SDK emits only lowercase operation error, so real data can't reach this. An optional Operation error after a valid head case would close it, but that's not blocking.
  • Integration: go test -tags integration ./internal/purchase/... ./internal/api/... (testcontainers) passes:
    • internal/purchase: 1132 passed, 0 failed;
    • internal/api: 6074 passed, 1 skipped (TestGetFederationIaC_TfvarsAutoLoadedByTerraform/aws-cross-account), 0 failed.

Delta re-review: APPROVE at 1354e64 (e9a6f80, plus the test-only 3765a0a and 1354e64, on 34462fc). qa-ui-4's HIGH is fixed, and the lint finding I hit at 3765a0a is already fixed in 1354e64.

My 34462fc approval is withdrawn. I checked which call each library head wraps, but not whether that call retries. RDS, ElastiCache, OpenSearch, MemoryDB and Savings Plans keep the SDK retries (purchasecfg.SingleAttemptIf with an idempotency token), so a stored 4xx there can follow a lost first response that did buy. Thanks @qa-ui-4.

Lint (fixed in 1354e64)

At 3765a0a, errsummary_provider_test.go:162 tripped prealloc, which fails CI because lint runs without only-new-issues (.github/workflows/ci.yml:265). 1354e64 preallocates the table and keeps the five per-service retried-4xx rows. golangci-lint on internal/purchase and internal/api now reports 0 issues.

Checked against the source of truth

  • Only single-attempt heads are definite. singleAttemptAWSHeads lists EC2 and Redshift only. At the pinned cloud-commitments-go/providers/aws@61111428a353, both purchase calls force one attempt: EC2 PurchaseReservedInstancesOffering with RetryMaxAttempts = 1 (ec2/client.go:183), and Redshift PurchaseReservedNodeOffering with RetryMaxAttempts = 1 (redshift/client.go:163). RDS uses purchasecfg.SingleAttemptIf(token, …) (rds/client.go:185), so it retries whenever a token is set. Not listing it is correct.
  • Retry-exhausted text keeps the warning. retryExhaustedMarkers covers the SDK's retry.MaxAttemptsError ("exceeded maximum number of attempts, N, …") and the rate-limit quota error ("retry quota exceeded"). Each is checked before any head is stripped.
  • A head is now required: a bare SDK error without a recognised single-attempt head returns false, which keeps the warning. That's stricter, and fails safe.
  • Per-service retried-4xx rows exist: RDS, ElastiCache, OpenSearch, MemoryDB and Savings Plans are each paired with a retried 4xx, and each keeps the warning (errsummary_provider_test.go:199-204).

Red and mutants (at e9a6f80; 3765a0a only adds test rows)

  • Red: 34462fc's errsummary.go under the head tests fails TestIsDefiniteAWSRefusal and TestHistoryRow_ExecutorStoredAWSRefusalDropsDuplicateHint.
  • Killed:
    • the RDS head added to singleAttemptAWSHeads;
    • the retry-exhausted markers ignored;
    • the head made optional again;
    • , https response error no longer required in definiteAWSRE.

Gate

  • At e9a6f80: go build, go vet and go test ./internal/purchase ./internal/api ok. -tags integration: purchase ok (32s), api ok (209s).
  • At 1354e64 (test-only since e9a6f80): go test ./internal/purchase ./internal/api ok; golangci-lint on both packages: 0 issues.

Merged at head 1354e64 as 6aa5d9b. Gate evidence:

  • Cold approvals at the head: claude-qa-ui-4 and as-qa-2.
  • CI green at the head. 0 unresolved threads: the CodeRabbit doc-wording note was answered on its thread and is deferred to a follow-up.
  • Merge state CLEAN.
  • Combo at main d4d35f4 + 1354e64: build, go vet -tags integration, unit tests and go test -tags integration for internal/purchase and internal/api all pass.
  • Follow-up: the doc comment on IsDefiniteAWSRefusal (it judges the failed recs only), plus qa-ui-4's optional 'Operation error' case.
