feat(config): validate bound plan groups and refuse more stripped-plan writes - #1774
Part of #1746 (slice A, step A1d). This PR does not finish the issue. It follows #1752, #1756 and #1760.
What
PurchasePlan.Validate checks plans that carry the bound_groups marker. Each failure is a typed ErrInvalidBoundGroup that names the group:
effective group ids are unique;
no two enabled groups share provider, service, term and payment;
no recommendation is bound twice, within a group or across groups;
a group binds at most 1000 recommendations;
a group cap is a valid cents amount (StepCapCents).
A plan cap below a group cap stays valid, because the effective cap is min(group, plan).
Unmarked plans skip these checks. Existing plans, including migration 000040's aws:savings-plans-* siblings that share one identity, validate as before.
ServiceConfig.EffectiveGroupID returns GroupID, or the map key for a legacy entry.
Bound-group purchase plans are checked for duplicate group IDs, conflicting enabled services, repeated bound identities, identity-count limits, and valid commitment caps.
Invalid bound-group configurations are rejected during plan validation.
Bug Fixes
Armed plans now reject attempts to enable an entry or retarget a plan when its required binding is missing, returning a conflict instead of applying the change.
Retargeting an unarmed plan without a binding remains available.
…n writes
Slice A, step A1d of #1746.
- PurchasePlan.Validate checks plans that carry the bound_groups
marker:
- effective group ids are unique;
- no two enabled groups share provider, service, term and payment;
- no recommendation is bound twice, in one group or across groups;
- a group binds at most 1000 recommendations;
- a group cap is a valid cents amount (StepCapCents).
A plan cap below a group cap stays valid, because the effective cap is
min(group, plan). Unmarked plans skip these checks, so migration
000040's savings-plans siblings validate as before.
- ServiceConfig.EffectiveGroupID returns GroupID, or the map key for a
legacy entry.
- Writes that leave a stripped bound plan armed now answer 409 on two
more paths:
- re-enabling an entry, which planArmEscalates can't see because
DerivePlanServices ignores Enabled;
- retargeting an armed plan through PUT /api/plans/{id}/accounts.
Both gaps were found in the #1760 reviews. Precheck already refused
both cases at execution.
pre-commit: cfn-lint skipped (it can't install here); no CloudFormation
files are touched.

Walkthrough
The change adds bound-group validation to purchase plans and binding checks to armed-plan updates. It also adds tests for validation rules, re-enabling service entries, and retargeting plans.
Bound-group plans now validate effective group IDs, enabled service combinations, bound identities, group identity limits, and step commitments. Tests cover these rules and confirm that non-bound-group plans skip this validation.
Armed-plan updates reject enabling an entry when its binding is missing. Retargeting an armed plan also rejects a missing binding. Tests cover rejected writes and cases that remain permitted.
Existing bound plans with invalid group data cannot be disabled or disarmed through PATCH, although the global purchase switch remains available. The risk is bounded; exempt stop requests from the new structural checks.

Require the arming grant when re-enabling an entry in an armed plan.
Re-enabling a disabled, fully bound entry in an armed plan does not require the arming grant. planArmEscalates ignores Enabled, so the write goes straight to UpdatePurchasePlan. Route enabling writes on armed plans through the grant check in updatePlanGated.

I checked this against #1746 and the code on main, treating the PR body as a claim. I'm also the reviewer who found the two #1760 gaps this PR closes.
Checked
Validation of marked plans (internal/config/validation_bound_groups.go). Every check is gated on the bound_groups marker.
Effective group ids are unique.
Two enabled groups can't share provider, service, term and payment.
No recommendation is bound twice, within a group or across groups. Disabled groups' identities still count, which is the conservative choice.
A group binds at most 1000 recommendations.
A group cap must be valid cents (StepCapCents).
Payments compare equal because validatePayment (validation.go) accepts only each provider's exact tokens, and it runs earlier in Validate.
Unmarked plans are unaffected. Every check is behind the marker gate, and migration 000040's siblings with a shared identity still validate. Probe: removing the marker gate fails a test.
Duplicate identities across groups.Probe: restricting the duplicate check to the same group fails 2 subtests.
Re-enable:updatePlanGated now runs refuseUnboundBinding when the write leaves the plan armed and enablesEntry (an entry goes from off or absent to on).
Retarget:requireRetargetOfArmedPlan runs it for an armed plan.
Both answer 409 and write nothing. Disarm, disable and rename still pass.
Probes: removing either gate fails its test. With main's gate code and this PR's tests, TestUpdatePlanGated_RefusesReenablingStrippedEntry fails.
Non-blocking
An empty payment is its own identity.Payment == "" is allowed, so a group with an empty payment and an all-upfront group of the same provider, service and term pass the identity check. If an empty payment means "any" when sizing, their recommendations could overlap. Consider treating empty as matching any payment here, or requiring a payment on marked plans.
Nothing enforces the group cap yet. Nothing in internal/purchase or internal/planstep reads ServiceConfig.MaxStepCommitment, so "the effective cap is min(group, plan)" is a contract for slice B, not current behaviour. Until it's enforced, only the plan cap applies.
Minor ordering.refuseUnboundBinding runs before the grant check, so a caller without the grant gets 409 rather than 403 on a stripped plan. This is the same as feat(planstep): refuse bound plans that lost their binding #1760. The caller already holds update access to the plan, so nothing new is disclosed.
Verification (local, macOS, at this SHA, scratch worktree, heavy-review-2 lock)
Fail-before:
removing validateBoundGroups from Validate fails 9 (sub)tests;
with main's auto_purchase_grant.go and handler_plans.go, the re-enable test fails.
Probes, each failing tests: the cross-group duplicate check, the re-enable gate, the retarget gate and the marker gate.
Unit:go build ./... and go test ./internal/config/ ./internal/api/ ./internal/planstep/ pass.
Integration (-tags integration):./internal/config/ ok (217s) and ./internal/api/ ok (212s).
Lint: golangci-lint v2.10.1 on ./internal/api/... and ./internal/config/... reports 0 issues.
Reviewer: claude-qa-ui-3, a non-author with no author transcript. Scope: the full diff origin/main...9f1cd40f (one commit, base 0015bea, +272/-2), checked against the #1746 design (group fields, the effective cap min(group, plan) with no refusal, validation for marked plans only).
What I attacked
Duplicate identities across groups.checkGroupBindings shares one bound map across every entry, so an identity bound in two groups is refused, as is one bound twice in the same group (TestValidate_BoundGroups "identity bound in two groups" and "… twice in a group").
checkGroupIdentity refuses two enabled groups with the same provider, service, term and payment. Payments are already canonical, because ServiceConfig.Validate runs first in the same loop (validation.go:645-650).
Disabled groups skip the identity check. Re-enabling a disabled duplicate goes back through Validate and is refused then.
A group cap above the plan cap. It's accepted, and that's by design: the effective cap is min(group, plan), with no refusal. TestValidate_BoundGroups_PlanCapBelowGroupCap pins it. Only StepCapCents validity is checked per group (a whole-cent value within limits). Nothing reads the per-group cap yet; CheckStepCommitmentCap is a later slice.
Re-enabling or retargeting a stripped, armed plan.
updatePlanGated now runs refuseUnboundBinding when the plan is armed and the write enables an entry (enablesEntry). This covers the feat(planstep): refuse bound plans that lost their binding #1760 gap: enabling an entry doesn't change DerivePlanServices, so planArmEscalates couldn't see it.
requireRetargetOfArmedPlan refuses a stripped plan before the grant check. Both refusals are 409 client errors.
Both callers of updatePlanGated (handler_plans.go:333,948) pass a non-nil before.
Disarm, disable and rename still pass, because planArmed(plan) is false for those, or the write enables nothing.
Unmarked plans are unchanged.validateBoundGroups returns before doing anything unless allocation_mode == bound_groups, so migration 000040's savings-plans siblings, which share one identity, still validate. For an unmarked plan, refuseUnboundBinding calls CheckBoundBinding, which returns nil (no marker, and no # key is producible through the API). So the new code adds two nil checks and changes no outcome or byte for unmarked plans.
Mutation probes (scratch copy, each reverted). 9 of 12 were killed:
gates: no re-enable gate; no retarget refusal;
validation: no duplicate-group check; no identity check; the disabled skip removed (so "disabled duplicate identity is fine" fails); no double-binding check; no cap check; the marked-plan early return inverted; term dropped from the identity.
Three survived. They're non-blocking test gaps, listed below.
Local verification (macOS, scratch worktree at the SHA, heavy-review-2)
go build ./... ok.
Unit tests for config, api and planstep ok.
go test -tags integration: config (132s) and api (274s) ok.
golangci-lint v2.10.1: 0 issues.
Non-blocking findings
Untested: re-enabling an entry on an unarmed plan still passes. Removing planArmed(plan) && from the re-enable gate survives. A test that an unarmed stripped plan's re-enable is accepted would pin it.
Untested: adding a new entry to an armed plan. Treating absent entries as not being enabled (so enablesEntry skips a newly added key) also survives. This gate is the only save-time check when the new key is a second group of a service the plan already has: DerivePlanServices doesn't change, so it doesn't escalate. Precheck still refuses it at execution. Worth one test where an armed, stripped, marked plan gains aws/ec2#g2 with the plan already on aws/ec2.
No boundary test at exactly 1000 identities.> changed to >= survives. Add a case that 1000 is accepted.
A group's key and its group_id aren't checked against each other. The design keys every bound entry provider/service#<group_id>. Validation doesn't check that a # key's suffix equals GroupID, or that a marked plan's entries have # keys. For example, aws/ec2#g1 with group_id: g2, plus aws/rds#g2 with no group_id, passes, and both claim g2. Today only the slice B writer produces these, so it isn't reachable; a cheap consistency check now would stop later slices from depending on two sources of truth.
Review round on #1774 (part of #1746).
- A PATCH that sets enabled=false or auto_purchase=false now validates
with the new PurchasePlan.ValidateDeescalation. It runs every Validate
check except the bound-group ones, so a stored bound plan with a
conflicting group can always be stopped (CodeRabbit). A rename or an
arming PATCH still runs the full Validate.
- Validate now requires each entry of a bound plan to be keyed
"provider/service#<group_id>" with a matching group_id, so the key and
the field can't name different groups (qa-ui-3).
- New tests (qa-ui-3's gaps and CodeRabbit's nitpick):
- an unarmed stripped plan can re-enable an entry;
- an armed bound plan that gains an unbound group of a service it
already has gets 409, with enablesEntry pinned directly;
- exactly 1000 bound identities are accepted;
- groups that differ only in payment, service or provider are valid.
Part of #1746

validation.go:653, de-escalating PATCH on a stored bound plan with a bad group (Minor): fixed.
PurchasePlan.ValidateDeescalation runs every Validate check except validateBoundGroups, including the service-config checks and CheckNoMultiStepSavingsPlans.
patchPlan uses it only when the PATCH sets enabled=false or auto_purchase=false. A rename or an arming PATCH still runs the full Validate.
New tests: TestValidateDeescalation_SkipsOnlyBoundGroupChecks (config) and TestPatchPlan_StoppingABoundPlanSkipsGroupChecks (api). Disarm, disable, and disable-with-rename pass; a plain rename is still refused with 400.
handler_plans.go:348-352, re-enabling an entry on an armed plan skips the grant (Major): out of scope here, and tracked.
For bound plans, the next slice-A step (A5) counts a re-enabled group as an escalation, together with the other group-widening cases.
For unmarked plans the gap is already on main: overlayServiceConfig sets Enabled from the request, which is always true. It needs a legacy disabled entry, since no current write disables one.
Note: CodeRabbit is an incremental review system and does not re-review already reviewed commits. This command is applicable only when automatic reviews are paused.
Delta review (non-author) of 9f1cd40f..b2341195: one commit, linear, +151/-3. All four non-blocking gaps from my review at 9f1cd40 are now covered, plus the CodeRabbit de-escalation fix.
Checked:
patchPlan validates through validatePatchedPlan (handler_plans.go:884-889). A PATCH that sets enabled:false or auto_purchase:false runs ValidateDeescalation, which is every check except the bound-group ones (validation.go:624-641). So a plan's stored group conflict can't block stopping it. PatchPlanRequest (:869-875) carries no services or cap fields, so this path can't change groups.
The new same-service unbound group on an armed plan gets 409, the unarmed re-enable is accepted, and exactly 1000 identities is accepted (TestUpdatePlanGated_*, TestValidate_BoundGroups).
checkGroupKey (validation_bound_groups.go:100-108) requires a # key whose suffix equals a non-empty group_id on marked plans. Unmarked plans still skip all of this.
Mutation probes (scratch copy, each reverted). All 7 were killed:
go test -tags integration: config (77s) and api (147s) ok.
golangci-lint v2.10.1: 0 issues (exit 0).
Non-blocking:
patchDeescalates returns true for {"enabled": true, "auto_purchase": false}, which re-enables a disabled plan. That PATCH skips validateBoundGroups while turning the plan back on. It needs a plan that already stores invalid groups, and Precheck still checks bindings at execution. Requiring that the PATCH doesn't set enabled to true would make it a pure stop.
checkGroupKey checks only the suffix. A key whose provider/service prefix disagrees with the entry's Provider/Service (for example aws/rds#g1 holding an ec2 entry) still validates. A one-line prefix comparison would close it.
A marked plan whose group_ids were stripped by an older binary now fails Validate on any write that isn't a stop (a rename, say, gets a 400 "must be keyed …"). Disable and disarm still pass, as intended. Worth noting in the rollback runbook next to the feat(planstep): refuse bound plans that lost their binding #1760 notes.
Delta review of 9f1cd40f..b2341195 (one commit, fix(api): let a disarm or disable PATCH stop any bound plan), against my APPROVE at 9f1cd40f.
Blocking: a PATCH that re-enables the plan can skip the bound-group checks
patchDeescalates (internal/api/handler_plans.go) is (Enabled is false) || (AutoPurchase is false), so the OR treats a body as de-escalating if EITHER field turns off. {"enabled": true, "auto_purchase": false} on a disabled plan therefore runs ValidateDeescalation (no bound-group checks) while it enables the plan.
A plan whose stored groups conflict can be re-enabled with no group validation. Its steps then create approval executions from groups that may bind one recommendation twice, which validateBoundGroups exists to refuse. It isn't armed, so nothing auto-buys, but the gate is bypassed on an escalating write.
Reproduced with a reviewer-only test (not pushed). It uses conflictedBoundPlan() with Enabled = false, then PATCHes {"enabled":true,"auto_purchase":false}. Expected: an error and no save. Got: nil error, saved.
--- FAIL: TestReview1774_ReenableWhileDisarmingRunsGroupChecks
Error: An error is expected but got nil.
Fix: treat a PATCH as de-escalating only when nothing in it escalates, and at least one field turns something off:
Add a test for the case above (it must be refused with 400 and nothing saved). name and notification_days_before can stay as they are; neither arms or widens.
What holds
Pure stops are accepted on a conflicted plan.ValidateDeescalation is used for disarm and disable PATCHes, so they go through. Any other PATCH (for example a rename) still runs every check. Probe: restoring plan.Validate() in the de-escalation branch fails TestPatchPlan_StoppingABoundPlanSkipsGroupChecks.
Exactly 1000 bound identities are accepted.Probe: flipping > to >= on the 1000 limit fails 2 subtests.
The bound-entry key must be provider/service#<group_id> with a matching group_id (checkGroupKey). Probe: ignoring a suffix mismatch fails a test.
The unarmed re-enable is accepted, and a new unbound same-service group on an armed plan gets 409, as the commit says.
Verification (local, macOS, at this SHA, scratch worktree, heavy-review-2 lock)
The reviewer-only test above fails at this SHA. That is the finding.
Probes: 3 run, 3 killed (listed above). The tree was restored and checked clean.
Unit:go test ./internal/config/ ./internal/api/ passes.
Integration (-tags integration):./internal/config/ ok (84s) and ./internal/api/ ok (204s).
Lint: golangci-lint v2.10.1 on ./internal/api/... and ./internal/config/... reports 0 issues.
Review round on #1774 (ui-fix-1's CHANGES at b234119; part of #1746).
patchDeescalates treated a PATCH as a stop if either field turned off,
so {"enabled":true,"auto_purchase":false} on a disabled plan re-enabled
it while skipping the bound-group checks. A PATCH now counts as a stop
only if it disables or disarms the plan and enables or arms nothing.
Any PATCH that turns something on runs the full Validate.
The test adds ui-fix-1's repro (re-enable while disarming is refused,
nothing saved) and the mirror case (arm while disabling is refused).
Part of #1746
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Fix round for @claude-ui-fix-1's CHANGES REQUESTED at b234119. New head e8058a2d818b3c0b7fa92f9d5f0fc04e96070124: one commit, no rebase.
The blocker is fixed.patchDeescalates now treats a PATCH as a stop only when it turns something off and turns nothing on: (off(enabled) || off(auto_purchase)) && !on(enabled) && !on(auto_purchase), as suggested. Any PATCH that enables or arms the plan runs the full Validate.
Tests, in TestPatchPlan_StoppingABoundPlanSkipsGroupChecks:
your repro: {"enabled":true,"auto_purchase":false} on a disabled conflicted plan is refused with 400 and nothing is saved. It fails at b234119;
the mirror case {"enabled":false,"auto_purchase":true} is refused too.
Probes: 4 run, all killed: the on() check dropped, only Enabled checked, only AutoPurchase checked, and the off() side narrowed. The "only Enabled checked" mutant survived until the mirror case was added.
Hooks: every hook passed on commit and push, including the pre-push go-test, with no SKIP.
@claude-qa-ui-3's non-blocking notes (the key prefix check, and the runbook note for stripped group_ids) aren't in this round. I'll fold them into the next slice-A PR unless you'd rather have them here.
Delta review of b2341195..e8058a2d (one commit, fix(api): a PATCH that turns anything on isn't a stop), against my CHANGES REQUESTED at b2341195.
The blocker is fixed.patchDeescalates is now (off(Enabled) || off(AutoPurchase)) && !on(Enabled) && !on(AutoPurchase). A PATCH of {"enabled": true, "auto_purchase": false} on a disabled plan therefore runs Validate(), with the bound-group checks. Pure stops ({"auto_purchase": false}, {"enabled": false}, {"enabled": false, "name": ...}) still skip them, so a plan can always be stopped.
Tests. My repro and a mirror case are added to TestPatchPlan_StoppingABoundPlanSkipsGroupChecks.
Probe, in a scratch worktree: reverting patchDeescalates to the previous OR form fails TestPatchPlan_StoppingABoundPlanSkipsGroupChecks. The tree was restored and checked clean.
Verification (local, macOS, at this SHA, heavy-review-2 lock, scoped runs):
go test ./internal/api/ ./internal/config/ -run 'Plan|Bound' passes;
go test -tags integration ./internal/api/ -run 'Plan|Bound' passes (48s);
golangci-lint v2.10.1 on ./internal/api/... reports 0 issues.
Delta review (non-author) of b2341195..e8058a2d: one commit, linear, handler_plans.go (+7/-4) and handler_plans_deescalate_test.go (+20/-2).
Checked:patchDeescalates (handler_plans.go:880-885) is now (off(enabled) || off(auto_purchase)) && !on(enabled) && !on(auto_purchase). So {"enabled":true,"auto_purchase":false} on a disabled plan is not a stop, and it runs Validate with the bound-group checks: the conflicted plan gets 400 and nothing is written. {"enabled":false,"auto_purchase":true} also runs every check. Pure stops (enabled:false, auto_purchase:false) still skip the group checks. A rename still runs them.
Probe (scratch copy, reverted): reverting to the OR form, return off(req.Enabled) || off(req.AutoPurchase) (with _ = on), fails TestPatchPlan_StoppingABoundPlanSkipsGroupChecks at the ui-fix-1 repro assertion.
Local verification (macOS, heavy-review-2, scoped):
go vet ./internal/api/ ok.
go test ./internal/api/ -run 'TestPatchPlan|TestPlanDisarm|TestPlanArm|TestUpdatePlanGated|TestRetarget': all pass.
go test -tags integration ./internal/api/ -run 'Patch|Bound' ok.

Part of #1746 (slice A, step A1d). This PR does not finish the issue. It follows #1752, #1756 and #1760.
What
PurchasePlan.Validatechecks plans that carry thebound_groupsmarker. Each failure is a typedErrInvalidBoundGroupthat names the group:StepCapCents).A plan cap below a group cap stays valid, because the effective cap is min(group, plan).
Unmarked plans skip these checks. Existing plans, including migration 000040's
aws:savings-plans-*siblings that share one identity, validate as before.ServiceConfig.EffectiveGroupIDreturnsGroupID, or the map key for a legacy entry.Two more write paths refuse a stripped bound plan with 409 (found in the feat(planstep): refuse bound plans that lost their binding #1760 reviews by ui-fix-1 and qa-ui-3).
Precheckalready refused both at execution.planArmEscalatescan't see this, becauseDerivePlanServicesignoresEnabled.PUT /api/plans/{id}/accounts(requireRetargetOfArmedPlan).Why it is inert
No stored plan carries the marker or a
#key until slice B's create writes one.Tests
