feat(ladder): require max_hourly_commit_per_run when saving an AWS ladder config - #1819
Since #1817 a ladder run for an AWS config without
max_hourly_commit_per_run is refused, but saving one was still accepted,
so the problem only showed up in the run result. Saving now returns 400
naming the field for an AWS config without a cap. The ladder form marks
the cap required for AWS, with an inline error. The config page shows,
for each saved AWS config without a cap, that ladder runs are refused
until it is set. Azure and GCP configs may still be saved without a cap.
The OpenAPI description states the rule.
The arming-gate tests that cleared a cap now use a GCP config, since an
uncapped AWS body fails validation before the gate.
go vet, plus unit and -tags integration tests, for internal/config, internal/api and internal/server.
golangci-lint reports no new issues.
Frontend: tsc --noEmit, eslint (0 errors), jest (4845 passed, 1 skipped) and the production build.
Playwright (Chromium, CI=1): ladder-account-selector, ladder-config, ladder-ramp-editor, ladder-timeline and dialog-focus all pass. These are the only specs that save ladder configs, plus two that render the ladder page.
New tests:
Validation: an uncapped AWS config is an error that names the field, and uncapped GCP stays valid.
API: TestUpsertLadderConfig_UncappedAWSRejected gets a 400 and the store is never called.
Arming gate: the clear-cap cases still reach the gate on a GCP config. TestLadderArmingGate_ClearingAWSCapIsValidationError is new.
jest: a blank cap is blocked for AWS with an inline error naming the field, which clears once a value is typed. A blank cap on a non-AWS config still sends null. The uncapped-AWS notice renders, and does not render for capped or non-AWS configs.
Existing AWS configs saved without a cap keep the run-time refusal from #1817 until an owner sets one. No data migration and no default cap (owner decision on #1815).
AWS ladder configurations now require a maximum hourly commit amount. Saving without one is blocked with a field-specific error, and the input is focused for correction.
AWS configurations without a cap display a warning that ladder runs are refused until a value is set.
Other providers can still leave the cap blank to indicate no limit.

Walkthrough
AWS ladder configurations now require a per-run commit cap. The form blocks blank AWS values, server validation rejects missing caps, and the configuration page warns about existing uncapped AWS entries. Other providers can still use a null cap. Tests and API documentation reflect the provider-specific rule.

Summary
AWS cap validation and API contract internal/config/validation.go, internal/config/validation_ladder_test.go, internal/api/openapi.yaml
AWS ladder validation rejects a missing cap. The API specification documents that AWS requires a value while other providers may omit it or set it to null.
API saves and provider-specific cases internal/api/handler_ladder_test.go, internal/api/ladder_arming_grant_test.go, internal/api/arming_global_test.go, internal/api/permission_constraints_config_integration_test.go, internal/server/permission_constraints_config_integration_test.go
API tests cover missing AWS caps and provider-specific cap-clearing behavior. Related request fixtures now provide a cap where required.
Frontend validation and saved-config warnings frontend/src/ladder-config-modal.ts, frontend/src/ladder.ts, frontend/src/ladder-config-table.ts, frontend/src/__tests__/*, frontend/tests-e2e/ladder-account-selector.spec.ts
The form blocks blank AWS cap values with field-level feedback. The configuration table warns about uncapped AWS entries. Frontend and end-to-end tests cover the changes.
The change is mergeable with a small documentation correction: existing uncapped AWS configurations remain readable, so the API description should acknowledge that exception.

Cold review of the full diff. I reviewed and ran it at 6616c1f. 19454ac is a main merge of that head (parents 6616c1f and a392f7e). --remerge-diff is empty, and git diff 6616c1fb 19454ac2 is byte-identical to main's own change: the Redshift retry and purchases-handler files, and the fck-nat module. Main touches none of this PR's ladder validation, handler or frontend files.
Server: every write path is covered
/api/ladder/configs has GET and PUT only (router.go:342-343). There is no PATCH, and PUT is a full-body replace.
upsertLadderConfig (handler_ladder.go) decodes with DisallowUnknownFields, applies the numeric defaults, then calls cfg.Validate() before the account check, the arming gate and the store write.
applyLadderConfigNumericDefaults never fills max_hourly_commit_per_run, so an omitted cap stays nil.
UpsertLadderConfig is the only ladder-config writer. Its doc says the handler validates.
The new check. In validateLadderRunLimits (validation.go:916), a nil cap with Provider == "aws" returns an error naming the field. A set cap still goes through LadderCapMicros.
Provider spelling.validateLadderProvider is an exact match against aws, azure and gcp, so an "AWS" spelling can't slip past the lowercase check.
Frontend
The form can't submit an uncapped AWS config.saveLadderConfig stops before building the body when the trimmed cap is empty and the provider is aws. It shows an inline field error naming the field, a toast, and focuses the input. A blank cap for other providers still sends null. clearFieldErrors runs when the modal opens.
The notice shows.renderLadderConfigTable renders one role="status" warning per saved AWS config with max_hourly_commit_per_run == null. The account label is escaped with escapeHtml.
The OpenAPI descriptions state the rule on both the response and the request schema.

Cold review at 6616c1f; 19454ac merges main (empty remerge diff, and the PR's own diff is byte-identical; range-diff shows 6616c1f unchanged).
Server: LadderConfig.Validate (internal/config/validation.go:912-920) refuses a nil max_hourly_commit_per_run for provider aws, and LadderCapMicros (ladder_cap.go:22) already refuses 0, negative, NaN, over 1e12 and more than 6 decimal places. It is reached on the only write path, PUT /api/ladder/configs (router.go:343 → internal/api/handler_ladder.go:87, Validate at :120). PUT is a full replace, so an absent cap decodes to nil. UpsertLadderConfig (store_postgres_ladder.go:88) is the only writer of ladder_configs. No import, CLI, seeding or migration writes it, and runs only read it. GCP and Azure caps may stay blank. The 400 body is fixed text and matches the OpenAPI request note (openapi.yaml:9253).
Frontend:
The single create/edit modal refuses a blank AWS cap with a field error, a toast and focus, and sends nothing (frontend/src/ladder.ts:318-324); non-AWS configs still send null.
A server 400 is shown as "Failed to save ladder config: …" (:358-363).
The notice shows only for provider aws with a null cap (ladder-config-table.ts:36-39), escapes the account label, and clears once a cap is saved.
frontend/tests-e2e has no remaining copy of the removed texts.
Runs (GOMAXPROCS=4, -p 2; jest --maxWorkers=2):
internal/config, api and server: vet, unit and integration pass at both heads; golangci-lint on the new code reports 0 issues.
Frontend: jest (ladder, ladder-ramp-editor) 70/70, tsc, eslint and build pass.
internal/api/openapi.yaml:9174 (the LadderConfig response) says the cap is "Always set for provider aws", but rows saved before this change can still return without it; "Required on save for aws; rows saved earlier may omit it" would be accurate.
frontend/src/ladder-config-modal.ts:115: the cap input has no aria-required, so screen readers learn of the requirement only after a failed submit; toggling it with the provider would close that gap.
An existing uncapped AWS config cannot be saved, even to disable it, until a cap is entered. That fits the issue (no default), and the global laddering switch still works.
The response description said max_hourly_commit_per_run is always set
for aws. An aws config saved before the save-time rule can still have no
cap, and then the field is omitted and its ladder runs are refused.

Delta review since my approval at 19454ac. The delta is one docs-only commit: the max_hourly_commit_per_run description in the LadderConfig response schema of internal/api/openapi.yaml.
Doc-only delta from my approval at 19454ac: a5d33a0 changes one description line in internal/api/openapi.yaml:9174 (the LadderConfig response's max_hourly_commit_per_run). It now says saving an aws config requires a cap, a config saved before that rule can still omit it, and ladder runs for it are refused until a cap is set. That matches LadderConfig.Validate (internal/config/validation.go:912-920) and the run-time refusal, and resolves the non-blocking note from my earlier review. CI at this head is still running.
