ci: make GPU tests and wheel publishing configurable - #1344
Repositories without GPU runners currently queue GPU jobs and inherit wheel publishing. Add workflow environment controls with canonical-enabled defaults and disable those capabilities elsewhere; preserve NO_GPU_ARM: "1".
A shared list of intentionally skipped jobs drives GPU scheduling and the wheel gate's generic skip check. Failures, cancellations, and unexpected skips still fail. Publishing with GPU validation disabled is a hard error, including on release tags.
ROS2 unit tests and MCAP replay use hosted runners when GPUs are disabled; only live CloudXR is gated. Publishing requires a successful wheel gate, and Kitmaker handles intentional upstream skips explicitly.
Type of change
Bug fix (non-breaking change which fixes an issue)
Testing
Full pre-commit and actionlint passed.
Executed resolver/gate scripts, generic skip and failure cases, publication policy combinations, and GitHub expressions for scheduling and publication.
Hosted CI on this revision is pending.
Checklist

I have run the linter and formatter

Chores
GPU test runs and wheel publishing can now be controlled through repository settings. When GPU tests are disabled, those jobs are skipped and the wheel publishing gate allows the skipped jobs; other unsuccessful dependencies continue to block publishing.
SBOM release publishing and Artifactory wheel publishing are also skipped when wheel publishing is disabled. CI configuration now validates the GPU test, wheel publishing, and GPU architecture settings.
The workflow now resolves and validates GPU-test, GPU-architecture, and wheel-publishing settings. GPU test jobs run only when GPU tests are enabled. The wheel gate permits those jobs to be skipped only when GPU tests are disabled. SBOM evidence and wheel publishing require the resolved wheel-publishing setting to be enabled.

Default paths look right: canonical behaves exactly as before, forks no longer hang on self-hosted runners, and the gate fails closed. I traced resolver failure, empty outputs and cancelled/failed results through the jq filter, and only an intentional GPU skip passes. The kitmaker issue is inline. Beyond that:
Release policy (question). After f94434a, a v* tag can publish with zero GPU validation. sync-release-branches.yml carries a flag flip on main to release/1.7.x, release-tag.yml only checks the run conclusion, and a hard-coded flag can't be fixed by re-running the tag build. Is that intended? If not, resolve-ci-config could emit ::error:: on canonical refs/tags/v* runs when NO_GPU_TESTS=1 or NO_WHEEL_PUBLISH=1.
Visibility. A CPU-only pass is silent. A ::notice/::warning plus a step-summary line naming the exempted jobs would make it visible, especially when GPU is off and publish is on.
Nits:
The condensed publish-wheel comment drops the folded-scalar continuation trap from #1172. Please keep it as a one-liner.
L542: "Keep a nonempty matrix…" is ambiguous, and the "job if: can't see matrix" fact is gone.
L556: under set -u, an unset flag aborts with !flag: unbound variable before the ::error:: line. ${!flag-} fixes it.
The jq allowlist (L1170) duplicates the three if: gates. Please add a comment linking them.
src/viz/AGENTS.md:197 still says "publish-wheel depends on test-viz-gpu succeeding".
The NO_GPU_TESTS=1 path hasn't run on hosted CI yet. One push to a personal fork (defaults are 1/1 there) would confirm it.

Optional nits:
--argjson skipped_tests "$SKIPPED_TEST_JOBS" (L1171): when resolve-ci-config fails its outputs are empty, so wheel-gate prints only jq: invalid JSON text passed to --argjson instead of listing the failed jobs, as a90f3ff did. "${SKIPPED_TEST_JOBS:-[]}" at both uses restores the listing and still fails closed, since resolve-ci-config then appears in failed_jobs.
Now that publishing requires no skips, the publish-wheel comment ("need !cancelled() … to continue after intentional skips") and the PR description's "Kitmaker handles intentional upstream skips explicitly" describe a path wheel-gate now rejects. The !cancelled() on kitmaker/kitmaker-status is harmless; reword it as a defensive guard, or revert those two lines to main's form. Either is fine by me.
The policy check (L1188) depends only on resolve-ci-config outputs, but it runs at the end of wheel-gate after the full matrix, and an unrelated failure exits before it. Checking NO_GPU_TESTS == 1 && NO_WHEEL_PUBLISH == 0 in resolve-ci-config would fail in seconds and tie the policy to the flag rather than to the list being non-empty. Pair it with nit 1 so the gate log stays readable.
