scripts/README: use nixos-test-org for testing - #157

infinisil-test-org's repos are public, but testing with PROD=1 needs write access there. nixos-test-org now has the same setup: the empty and active repos, a copy of this repo with the nomination and retirement labels, and the actors team. Its copy of this repo has GitHub Actions disabled, so the scheduled workflows don't run there. The nomination.sh steps use PR NixOS#3 and issue NixOS#2, which exist for that purpose. They nominate @ghost so that running them pings nobody.
