Identify H.264, HEVC, and AV1 AMF encoder names and report whether each encoder is registered in the linked FFmpeg library. Add unit tests covering encoder classification, invalid names, and registration detection. This is a detection-only foundation for issue OpenShot#994; it does not establish GPU availability or enable AMD hardware encoding.

Add AMD AMF encoder identification and FFmpeg registration
detection as an initial contribution toward Issue #994.

Scope and limitations
This is a detection-only contribution.
FFmpeg encoder registration does not establish that an AMD GPU,
driver, or working AMF runtime is available.
This PR does not implement AMF hardware initialization,
frame transfer, export integration, or successful GPU encoding.
Those capabilities require additional development and
hardware-based testing.
