Pin Node 22.23.4 in Foundry CI and declare its minimum for the root/contracts packages. Pin the action runner to Bun 1.4.4 and copy the patched official Node/npm runtime into it, replacing the distro Node installation used by pnpm/tsx.
Addresses CVE-2026-111497 by selecting the upstream patched runtime releases.

CI readback: Initial CI: formatting, build, unit and JS script checks pass, along with Base/HyperEVM fork checks and HyperEVM smoke checks. Mainnet fork and Mainnet/Base smoke checks fail.
