Why

The People register only grew through dashboard writes and census imports. As a result, Overview, Admins, Teams and the member register were empty. Meanwhile, the same people held roles in PoliNetwork Auth (e.g. admin, it-core, it-lead) and were in the Microsoft 365 Soci group ("Members only").

What

  • Sync (every 5 minutes, from the People sweep)
    • Roles: reads the roles bound to People from PoliNetwork Auth (GET /api/internal/people-roles, existing idp:access:read token).
      • Holders without a record get one: name only, linked to their account.
      • A record without an account is linked when its Microsoft 365 ID, Telegram ID or Microsoft 365 address matches. When those identities point at more than one record, or at a record linked to another account, nothing changes hands and the records are flagged for review.
      • Linked records take the account's Microsoft 365 ID, so the Soci import finds them even after the PoliNetwork address changes.
      • On linked records, PoliNetwork Auth owns every bound concept: admin and team entries follow the bound roles, including entries recorded in People before linking. A Lead role wins over member.
      • Unlinked records, and any concept with no bound role, stay owned by People.
    • Soci group: each member gets a membership.
      • Member number: employeeId, padded to 4 digits.
      • Admission date: the account's createdDateTime; the activity log says so.
      • Members without a usable number are flagged for review.
      • Leaving the group ends nothing.
  • Writes go to PoliNetwork Auth (option 2: it is the source of truth). End admin role, Add to team, End membership, census answers/imports, merges and account links send PoliNetwork Auth one command per person through POST /api/internal/people-roles: the desired state of each changed concept, the authenticated dashboard user as the actor, and a command ID. The IdP decides and applies all of it or nothing.
    • The command is saved in the People transaction and sent after it commits, so the People lock is never held across a network call.
    • Until the IdP confirms it, the record keeps its previous roles: a requested or refused role never grants access. Other role edits, unlinking and merging of that person wait, and a pending Lead appointment counts as the team's Lead.
    • Direct dashboard actions fail on a refusal. Census answers, imports, merges and links note it and flag the record for review; a link ends the roles recorded before it with "Not confirmed by PoliNetwork Auth", keeping their history.
    • When the IdP doesn't answer, the sweep sends the same command again; the IdP applies an ID once.
    • Writes use a separate token with idp:people:roles, so the snapshot keeps working while that scope isn't granted yet.
  • Contract: profile.campus (and the My area match candidate's) is nullable. Course and year may be empty.
  • Team name: Design is now called Design & Marketing.
  • Fee reminders: imported memberships get no automatic fee reminders in their import year. Otherwise every imported member would be emailed 3 days before 31 October.

Decision on leaving the Soci group

Being removed from the Soci group doesn't change the register status. Suspended / Expired / Former stay a register decision, and the register isn't wiped by a group cleanup. This can be revisited.

Deploying

Needs PoliNetworkOrg/auth#73 deployed first (the command-based POST contract), its migration, the bound roles, and idp:people:roles on the backend client for writes. The admin PR handles the nullable campus.

Linked records follow PoliNetwork Auth for every bound concept, so entries recorded only in People end at the first sync after their concept is bound. Assign those roles in the IdP before binding them.

Testing

  • biome check, tsc, vitest (full suite: 319 passed, 10 skipped).
  • New tests/people-roles.test.ts:
    • linking and creating records;
    • bound concepts on linked records follow PoliNetwork Auth;
    • give/take back on dashboard changes as one command; nothing applied on refusal;
    • a refused Lead on a linked record never grants access, even after a sync;
    • a lost response is recovered by the sweep with the same command ID;
    • an inherited revocation refused by Auth isn't confirmed;
    • no People lock held while calling Auth, and a stale directory read doesn't overwrite a confirmed command;
    • reads keep working and other edits wait while a command is pending;
    • identities refresh without rewriting the link, and conflicting matches are flagged;
    • a later Microsoft 365 link doesn't create a duplicate record;
    • unlinked records stay local;
    • census refusals are noted;
    • Soci import with numbers and review flags;
    • no reminders for imported years;
    • sweep throttling.
  • tests/people-postgres.test.ts against Postgres; bun build.

🤖 Generated with Claude Code

The People register only filled through the dashboard and census
imports, so Overview, Admins, Teams and the member register stayed empty
while the same people held roles in PoliNetwork Auth and were in the
Microsoft 365 Soci group.

- Every five minutes the sweep reads the roles bound to People in the
  IdP (GET /api/internal/people-roles) and the Soci group. Role holders
  get linked records with their admin and team entries; Soci members get
  a membership numbered by employeeId. Entries People added on its own
  are left alone, and leaving the Soci group ends nothing.
- Dashboard changes to a linked record's admin or team role, census
  answers and imports give or take back the bound role through
  POST /api/internal/people-roles for the acting user; the IdP decides.
  Direct actions fail on a refusal, census and imports note it.
- Records known only from these sources have no campus, course or year
  yet: the contract's profile.campus is now nullable.
- The Design team is now called Design & Marketing.
- Imported memberships skip automatic fee reminders that year.

Needs the IdP change that adds the endpoint, and the idp:people:roles
scope on the backend client for writes.

Walkthrough

The People service now synchronizes PoliNetwork Auth roles and Microsoft 365 Soci memberships. People actions can send role changes to Auth. The service retries pending commands, synchronizes sources on a five-minute interval, and tracks imported fee years.

- A failed POST to PoliNetwork Auth (timeout, reset, DNS) is now a
  RoleChangeError: census answers, imports and linking note it instead
  of failing, and direct actions get PRECONDITION_FAILED.
- Ending a role takes back only the bound roles given directly, using
  the IdP directory's new assigned list.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Role changes on linked records become one durable command per person,
saved in the People transaction and sent to Auth after it commits, so the
People lock is never held across a network call. Until Auth confirms, the
record keeps its previous roles: a requested or refused role never grants
access. A refusal fails direct dashboard actions and flags the record for
review otherwise; no answer keeps the command for the sweep, which resends
it with the same ID.

- Linking a record ends the roles recorded before it until Auth confirms
  them, keeping their history, instead of leaving refused roles active.
- Auth owns every bound concept on linked records, so a Lead it refused
  can't survive a sync, and a sync that read Auth before a command was
  applied no longer overwrites it.
- Other role edits, unlinking and merging wait while a command is pending,
  and a pending Lead appointment counts as the team's Lead.
- Linked records take their account's Microsoft 365 ID, so a later
  PoliNetwork address doesn't create a second record on import, and
  identities matching several records are flagged instead of guessed.
- Refreshing a linked record's identities no longer rewrites how it was
  linked.

BREAKING CHANGE: needs PoliNetwork Auth with the command-based
POST /api/internal/people-roles; deploy Auth first.

Major · Security & Privacy · Quick win

Merging an unlinked first record into a linked second record skips PoliNetwork Auth.

linked is captured before mergePeople. mergePeople then runs first.accountSub ??= second.accountSub. Take the case where first is unlinked and second is linked to account.sub:

  • linked is false, so Line 1206 does not call pushRoles.
  • link() sees first.accountSub already set, so wasLinked is true and it also does not call pushRoles.

The local roles of first are therefore never sent to Auth. Each active team or admin entry from first gives access right away. No command waits for Auth confirmation, and no review flag is set. The next syncDirectory ends every bound entry that Auth does not hold ("Not held in PoliNetwork Auth"). The merged roles are then lost without HR being asked. This breaks the roleCommand rule that a requested role never grants access.

Diff against the roles of the record that Auth already confirmed (second). Push the command whenever the merged record ends up linked.

…a linked record

A 401 from PoliNetwork Auth now refreshes the token and sends the same command once more; a second 401 is a refusal. Merging an unlinked record into a linked one diffs against the roles Auth confirmed and sends the command. README: the member import only covers new memberships.

We'd like People to keep one source of truth per fact and no copy of the others, so #99 builds on this PR: it includes all four of its commits and replaces the five-minute mirror with a read of PoliNetwork Auth and the Soci group on every operation (in-memory cache only). Being in the Soci group is also what makes someone a member now. Identity matching and the role commands stay as you wrote them. Could you take a look at #99? If it works for you, it supersedes this one.
