Summary

Backdates all 10 California State Supplementary Payment (SSP) parameter files from 2002 to 2024, filling the 34-year gap between the original 1991 and 2025 entries.

• Parameters backdated: 10 files, ~200 date entries added
• Aged/disabled (single & married): Complete 2002-2025 with mid-year budget cut entries (May 2009, Jul 2009, Nov 2009, Jun 2011)
• Blind (single, one-blind couple, two-blind couple): 2002-2011 from SSA sources, 2012-2025 via verified COLA chain
• Dependent, food allowance, medical facility, out-of-home care: Same pattern with deduplicated unchanged values
• References added: SSA State Assistance publications, CDSS legislative briefings, SSA POMS SI 01415.055
• Tests updated: 13 existing tests corrected from 1991 fallback values to actual 2024 values; 5 historical test cases added (2005, 2010, 2017, 2022)

Heads-up from #9709, which adds 2026-01-01 entries to the same ten California SSP parameter files:

• Rebase. In allowance/food/single.yaml, food/married.yaml, medical_care_facility.yaml and out_of_home_care.yaml, this PR replaces the 2025-01-01 line with a 2024-01-01 entry. A rebase onto main after Add California's 2026 SSI/SSP payment standards #9709 has to keep both the 2025 and the 2026 lines.
• 2024 out-of-home care. This PR sets 2024 to 1,140.31, which is the 2025 figure (3,198.14 − 2,057.83). SSA POMS SI 01415.056 (January 2024) has couple NMOHC 3,150.14 and couple aged/disabled 2,022.83, which gives 1,127.31 under this parameter's convention: https://secure.ssa.gov/apps10/poms.nsf/lnx/0501415056

Closing as superseded. #10600 changed these parameters to California's state share and dated them from January 2013 using POMS, so the combined totals here no longer fit, and this PR conflicts with main. Years before 2013 stay open in #10480. The 2002-2012 values here can be its starting point, once checked against their sources.
