Adds a ## Chat register: concise by default section to AGENTS.md, defining
the default reply register across every harness (Claude Code CLI/web/mobile,
Codex, Cursor) and naming the four things that are never compressed: a plan
awaiting approval, a decision surface, a failure or blocker, and anything the
human asked to have explained.

Recovered during a /repo_cleanup sweep: the branch was 22 commits behind
main with no PR and would otherwise have been swept. Merged origin/main in
cleanly — the diff against main is exactly the 31-line addition, nothing else.

Chat replies default to concise on every harness (Claude Code CLI, web,
mobile; Codex; Cursor): answer first, a few lines, no narration of the
work, link instead of paste. Plans awaiting approval, decision surfaces,
failures and explicitly requested explanations are exempt, and 'expand'
drops the register for one reply. Agent output (a *Decision, a
ReviewSurface, the board digest) keeps its defined shape.

Lives once in PyAutoBrain's auto-loaded AGENTS.md, which is present in
every session, so no per-organ copy is needed.
