docs: qualify GITHUB_ACCESS.md pointers from the workspace root - #302

A multi-organ web/mobile session is cwd'd at the repos' parent, so the bare `skills/GITHUB_ACCESS.md` an agent copies out of AGENTS.md does not resolve — it reads as a missing file rather than a missing repo prefix. Spell both pointers the way bin/_gh.sh already prints them. The markdown link targets stay relative so they still resolve on GitHub. A mobile session hit
sed: can't read skill/GITHUB_ACCESS.md. The file ispresent and tracked; the path was wrong in two ways, one of them the repo's
own doing.
AGENTS.mdtold the agent to read`skills/GITHUB_ACCESS.md`, written asif cwd were this checkout. In a session holding several organs the cwd is the
repos' parent — the same layout fact this section already documents for the
SessionStart hook — so the bare path does not resolve, and the failure reads
as a missing file rather than a missing repo prefix.
board/AGENTS.mdcarriedthe same pointer, where it is worse: relative to
board/, even a correctlyspelled
skills/…would have missed. Both now spell the path the way
bin/_gh.sh:56andensure_workspace_labels.sh:55already print it. The markdown link targetstays relative, so the link still resolves when AGENTS.md is rendered on
GitHub; only the backticked text an agent copies into a command is qualified.
Docs only — no script, skill body, or generated block touched.
