Retires the inference_programme project row, as the human ruled in-session on 2026-09-07: the project restarts from scratch; its setup was unsatisfactory and informed how the Cortex manages projects.

• projects.yaml: status: active -> retired, note: stamped with the reason and the RAL stash location /mnt/ral/jnightin/inference_programme_retired_2026-09-07.
• Board re-rendered (36 tasks, 33 rulings).

projects.yaml is code for ledger_merge.py, so this needs a human merge (precedent: Cortex#18, the euclid dormant row).

RAL stash: rsync of output/, results/ and the SLURM log dirs into the stash path is in progress; the verification result and the clearing of output/ will be posted as a comment on this PR before merge.
